/' itS?- The University at Chapel Hill Carroll Hall October 28, 1963 The Board of Trustees of the University of North Carolina met in regular session in the Auditorium of Carroll Hall on the campus of the University in Chapel Hill, at 11:00 o'clock, A.M., on Monday, October 28, 1963, Governor Terry Sanford presiding, Arch T.
