as may be available for this purpose, county or city boards of education
establishing such programs or centers are authorized to expend therefor
any State or local funds apportioned to them under the provisions of this
Act. County and city boards may also receive gifts to be used for such
programs or centers and may expend them for such purposes. County and
city boards of education are authorized to include in their capital outlay
and current expense budgets funds to enable the establishment, maintenance
and operation of training programs or centers established pursuant to this
Act and the tax levying authorities are authorized to allow said budgetary
items and to levy proper taxes therefor.
Sec. 3. From the appropriations provided for the purpose of this Act,
the State Board of Education shall allocate and transfer to the State De¬
partment of Public Instruction an amount sufficient to provide personnel
to determine eligibility for and generally to administer and supervise the
program established under the provisions of this Act.
Sec. 4. The State Board of Education, upon the finding in any school
administrative unit of need for the program together with official and
public interest and evidence of a financial ability and willingness to aid
in maintaining a satisfactory program, shall allocate and transfer to the
county or city board of education in whose administrative unit the training
center is located such State-aid funds as shall be determined under the
provisions of this Act and under the rules of the State Superintendent of
Public Instruction to be available for the operation and maintenance of said
program or center. State funds shall be allocated uniformly to boards of
education on a per capita basis, not to exceed three hundred dollars
($300.00) per fiscal year, for each eligible child enrolled in the program.
Sec. 5. There is hereby appropriated to the State Board of Education
for the purposes of this Act the sum of one hundred sixty-five thousand
dollars ($165,000.00) for each fiscal year of the biennium commencing July
1, 1957, and ending June 30, 1959.
Sec. 6. All laws and clauses of laws in conflict with this Act are hereby
repealed.
Sec. 7. This Act shall become effective July 1, 1957.
In the General Assembly read three times and ratified, this the 12th day
of June, 1957.

AN ACT TO APPROPRIATE THE SUM OF $33,950.00 TO THE CHARLES
B. AYCOCK MEMORIAL COMMISSION TO BE USED FOR THE
ACQUISITION OF LAND AND FOR THE RESTORATION OF THE
CHARLES B. AYCOCIC BIRTHPLACE.
The General Assembly of North Carolina do enact:
Section 1. There is hereby appropriated out of the General Fund of
the State to the Charles B. Ayeock Memorial Commission the sum of thirty
thousand dollars ($30,000.00) to be used for the acquisition of land and
for the restoration of the Charles B. Aycock birthplace.
