Pursuant to S.L. 2013-360, Section 14.15, the Department of Environment and Natural Resources shall
study the costs and benefits of the noncommercial underground storage tank program and explore options
for continued use of the Noncommercial Leaking Petroleum Underground Storage Tank Cleanup Fund
(Fund) and ways to improve the solvency of the Fund and report its findings and recommendations,
including any legislative proposals, to the Environmental Review
Commission, the Senate Appropriations Committee on Natural and Economic Resources, the House of
Representatives Appropriations Subcommittee on Natural and Economic Resources, and the Fiscal
Research Division no later than April 1, 2014. Please consider the attached as the formal submission of
