CHAPTER 39.
AX ACT TO AUTHORIZE ANY COMMISSIONER OP DEEDS
TO TAKE PROOF AND ACKNOWLEDGMENT OF DEEDS
AND OTHER INSTRUMENTS, AND TO AMEND SECTION
990 OF THE KEV1SAL OF 1905 ACCORDINGLY'.
The General Assembly of North Carolina do enact:
Section 1. Section nine hundred and ninety (990) of The CommUnionera of
Revisal of one thousand nine hundred and five is hereby amended probat«s.
by inserting after the word “public,” in line eight of said section,
the following: “Any commissioner of deeds.”
Sec. 2. Any deed or other instrument permitted by law to be ProbateaValidated.
registered, and which has heretofore been proved or acknowledged
before a commissioner of deeds, is hereby validated; and its regis¬
tration is authorized and validated: Provided, nothing in this Proviso: pending
act shall affect pending litigation or vested rights. vested rights'* “ '
Sec. 3. This act shall be in force from and after its ratification.

3d day of March, 1913.
CHAPTER 40.
AN ACT FOR THE BETTER PROTECTION OF PERSONS ON
THE PUBLIC ROADS AND HIGHWAY'S OF THE STATE.
The General Assembly of North Carolina do enact:
Section 1. That if any person shall, on any public road or Misdemeanor,
highway in the State of North Carolina, in the hearing of two
or more persons, in a' loud and boisterous manner, use indecent
or profane language, he shall be guilty of a misdemeanor and Punishment,
upon conviction shall he fined not exceeding fifty dollars or im¬
prisoned not exceeding thirty days.
Sec. 2. That the following counties shall be exempted from counties exempted,
the provisions of this act: Dare, Tyrrell, Washington, Beaufort,
Martin, Pitt, Watauga, Cleveland, Brunswick, Stanly, Perquim¬
ans, Pasquotank, Camden, Swain, Gates, Davie, Orange, Jones,
Transylvania, Macon, and Craven.
Sec. 3. That this act shall be in force from and after its ratifi¬
cation, ,
