This letter, together with the handsome shield, you are
aware you turned over to this department under instructions,
with verbal permission from Mr. II. Walters to be used as a
prize at the encampment to be held in ISM, as all four regi¬
ments will then be able to compete for it, which the First
and Third Regiments were not able to do this year, as the
ammunition and targets did not arrive in time for them to
do so this year, owing to freight delays, although ordered in
ample time by Quartermaster General' Colonel F. A. Olds,
as his vouchers proved when inspected by me.
With your approval, and that of our Commander-in-Chief,
I shall place this handsome shield in the executive office
until the competitive practice in 1891, in order that it may
be observed, as a splendid testimonial, in what high esteem
the State Guard, as a protector of property and conservator
of order, is held by one of North Carolina’s most distin¬
guished adopted sons, who thus sets an example of apprecia¬
tion to other citizens to follow.
The company inspections of rifle practice it was deemed
best to postpone until the “practice season” of 1891.
In conclusion, I desire to express my appreciation of the
services rendered me in this new department by Captain
Stanhope E. Blunt, Ordnance Department, United States
Army; by my former Chief, Inspector General F. H. Cam¬
eron,, and by yourself.
