I have the honor to acknowledge the receipt of your letter of the 28th
ultimo. As the Secretary of War has declined to furnish the arms requested
for want of authority of law to do so, for the same reason I hope I shall be
excused for not signing a requisition for them; upon the application now
before me. 1 regret that 1 have not the authority to do otherwise.
I inclose you a blank bond which is used when Companies apply for
public arms under the act of Assembly. This bond must be filled up and
executed by the Captain and two sureties, the sufficiency of whom to be
certified by the Clerk of the County Court. You can ascertain what the
United States will charge North-Carolina for the arms and accoutrements
and fill up the bond for double the amount of the cost.
Forward the bond thus executed to this office, with the certificate of the
Brigadier General that the company has been regularly formed and
equipted, except as to arms. These preliminaries complidc with, I will with
great pleasure forward a requisition for the arms for your patriotic
Company. My best wishes for the success of the “Wilmington Light
Infantry.”

I inclose you a check drawn in favor of my Private Secretary for the sum
of Three hundred and fifteen dollars on the Merchants Bank of New- York
to pay for preparing the Block of Marble sent by North-Carolina to the
National Monument.12 Please hand it over to the person entitled to receive
it, and forward me his bill and receipt.
Please accept my thanks for your kindness in Superintending this work
for the State.
