BY THE GOVERNOR OF THE STATE OF NORTH CAROLINA
A PROCLAMATION
WHEREAS, the State of North Carolina declared in the American Indian Heritage Month proclamation of October 17, 2013
that “we celebrate the rich heritage and myriad contributions of American Indians and Alaska Natives, and we rededicate ourselves to
supporting tribal sovereignty, self-determination, and prosperity for the American Indian tribal nations in North Carolina”; and
WHEREAS, the ancestors of the Haliwa-Saponi Indian Tribe are the aboriginal inhabitants of parts of these lands now
known as Virginia and North Carolina; and
WHEREAS, the ancestors of the Haliwa-Saponi Indian Tribe, through their signing of the Treaty of Middle Plantation, their
maintenance of Indian churches and schools and other means, established an ongoing relationship with the surrounding governments
beginning with the English crown and the colonial governments of America; and that relationship today is continued by the present-
day Tribe with the United States and the State of North Carolina; and
WHEREAS, similar to the State, the Haliwa-Saponi Indian Tribe is a unit of government that has the sovereign
responsibility to enact and enforce its own laws to govern the Tribe’s citizens, lands and resources in a way that enhances the quality
of life for citizens of the Tribe and other inhabitants of its tribal territories; and
WHEREAS, in recognition of the inherent rights of the Haliwa-Saponi Indian Tribe as a self-governing American Indian
tribal nation, the State of North Carolina formally acknowledged the Haliwa-Saponi Indian Tribe on April 15, 1965, through passage
of what is now NC General Statute Chapter 71 A-5; and
WHEREAS, to commemorate the State’s legislative recognition of the Haliwa-Saponi Indian Tribe, the Tribal government
of the Haliwa-Saponi designated the third weekend in April as its annual pow-wow and festival beginning in 1965; and
WHEREAS, I call upon all of the citizens, institutions, and government agencies of this State to celebrate, commemorate
and recognize the unique govemment-to-government relationship the State of North Carolina enjoys with the Haliwa-Saponi Indian
Tribe;
NOW, THEREFORE, I, PAT McCRORY, Governor of the State of North Carolina, do hereby proclaim April 15-17, 2016,
the
“51м
ANNIVERSARY CELEBRATION OF THE HALIWA-SAPONI POW-WOW” in North Carolina, and commend its
observance to all citizens to honor the rich heritage and culture of the Haliwa-Saponi Indian Tribe while celebrating the unique
relationship between the State and the Tribe.
