H.B. No. 9: A bill to be entitled an act to amend article IX of the Constitution of North Carolina by amending Section 2 and Section 3 thereof and by adding a new Section 12 thereto so as to require the General Assembly to provide for the education of all children of the State and so as to authorize the General Assembly to do so by maintaining public schools or by grants of public funds to parents of children enrolled in private schools or by both means.
