Easley Governor State of North Carolina Office of the Governor For Release: IMMEDIATE Contact: Ernie Seneca Date: August 6, 2004 Phone: 919/733-5612 North Carolina Recognized Once Again for Excellence in Financial Reporting Tenth Consecutive Year State Has Achieved Honor RALEIGH - The Government Finance Officers Association of the United States and Canada has once again recognized the state of North Carolina for excellence in financial reporting. The state’s Comprehensive Annual Financial Report has qualified for the association’s Certificate of Achievement for Excellence in Financial Reporting, the 10th consecutive year North Carolina has achieved this honor. "I am proud of the hard work and dedication of North Carolina's financial professionals,” Gov. Mike Easley said. “This award shows why North Carolina ranks in the top four nationally in the quality of its fiscal management." Stephen J. Gauthier, director of the association’s Technical Services Center, stated that, “the Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.” In order to receive the award, a government must publish an easily readable and efficiently organized comprehensive financial report that satisfies both generally accepted accounting principles and applicable legal requirements. The Award of Financial Reporting Achievement was also presented to the Office of the State Controller, Statewide Accounting Division, as the agency primarily responsible for preparing the annual report. The Comprehensive Annual Financial Report was judged to “meet the high standards of the program including demonstrating a constructive ‘spirit of foil disclosure’ to clearly communicate its financial story and motivate potential user groups to read the CAFR.” In accepting the award on behalf of North Carolina, State Controller Robert L. Powell said, “North Carolina continues to demonstrate the highest standards in financial reporting, accountability, and integrity as indicated by this award. I am proud of the staff here at OSC who have worked diligently to insure consistency and accuracy in reporting the fiscal activity of our State.
