EASLEY REAPPOINTS RUSS TO THE STATE COUNCIL ON DEVELOPMENTAL DISABILITIES RALEIGH - Gov. Mike Easley has reappointed John Russ of Wilmington to the North Carolina Council on Developmental Disabilities. Russ has been on the council since 2000. Russ is a motivational speaker and a member of the Arc of North Carolina and recipient of the Victor Hall Leadership Award. He is also a member of the Consumer Building Organization with Disabilities and assists in grant writing for persons with developmental disabilities. The Council on Developmental Disabilities advises the secretary of the Department of Health and Human Services on coordinating planning and delivery of state-funded programs that provide service to persons with developmental disabilities.
