Mike Easley appointed Tony Cancel of Cary, Jill Ledford Cheek of Carrboro and reappointed Marcia Morey of Durham and Russell G. “Rusty” Sherrill of Raleigh to the North Carolina State Advisory Council on Juvenile Justice Delinquency Prevention. Cancel served with the California Department of Youth Authority as a peace officer for 30 years, retiring as captain in 1993. He served in the United States Air Force from 1957 to 1963. Cancel received his bachelor’s degree in social welfare and corrections psychology. Cheek is the special deputy attorney general for the capital litigation section of the North Carolina Department of Justice. She is a member of the Education Foundation for the Orange County Schools and a member of the North Carolina Domestic Violence Commission. Cheek received her bachelor’s degree in history from the University of North Carolina at Charlotte and received her law degree from the University of North Carolina at Chapel Hill School of Law. Morey has been a Durham County district court judge since 1999. Sherrill is a retired district court judge who currently serves as an emergency judge for Wake County. The North Carolina Advisory Council on Juvenile Justice Delinquency Prevention reviews and advises the Department of Juvenile Justice and Delinquency Prevention in the development of a comprehensive interagency plan to reduce juvenile delinquency and substance abuse. They also coordinate efforts among state agencies that provide services and supervision to juveniles who are at risk of delinquency and for juveniles who have been adjudicated of delinquent and undisciplined behavior. The council develops a formula for the distribution of funds; advises all agencies serving juveniles; reviews and comments on grant applications; reviews operations and prioritizations of funding needs; develops recommendations for General Assembly each year; and, reviews and comments on the proposed budget for the department.
