H 27 (2017-2018) CLARIFY EXPIRATION OF VEHICLE REGISTRATION. Filed Jan 31 2017, AN ACT TO CLARIFY WHEN THE
REGISTRATION OF A VEHICLE RENEWED BY MEANS OF A NEW REGISTRATION PLATE EXPIRES
Amends GS 20-66(gl), which sets out the expiration of a vehicle's registration by means other than the expiration of the
registration renewal sticker, to clarify that the registration of a vehicle renewed by a new registration plate is valid through
midnight February 15 of each year (previously, expires at midnight on February 15 of each year).

H 28 (2017-2018) DOT/ACCESS OF MOTORCYCLISTS. Filed Jan 31 2017 , AN ACT TO PROHIBIT THE DEPARTMENT OF
TRANSPORTATION FROM TAKING CERTAIN ACTIONS WITH THE PURPOSE OF RESTRICTING THE ACCESS OF
MOTORCYCLISTS TO HIGHWAYS BRIDGES, TUNNELS AND OTHER TRANSPORTATION FACILITIES.
Enacts new GS 136-18.06, Restricting access of motorcyclists prohibited, providing that the Department of Transportation
(DOT) may not take any action that prohibits or imposes a requirement that applies only to a motorcyclist when the principal
purpose of the action is to restrict or inhibit access of a motorcyclist to any highway, bridge, tunnel, or other transportation
facility. Further requires DOT to make reasonable accommodations for motorcycle parking at transportation facilities. Parking
accommodation requirement also applies to any other owner or operator of a transportation facility funded in whole or in part by
State or local funds. Specifies the meaning of reasonable accommodation. Provides that the section does not require structural or
technological modifications in parking structures constructed or substantially completed on or before July 1.2016. Also provides
that the section does not alter or supersede any State or federal law that prohibits or imposes a requirement only for motorcyclists.

H 29 (2017-2018) RECORD OF EXCUSALS FROM JURY DUTY. Filed Jan 31 2017 , AN ACT TO PROVIDE THAT THE NAMES
AND ADDRESSES OF PERSONS REQUESTING TO BE EXCUSED FROM JURY DUTY BASED ON DISQUALIFICATION SHALL BE
RETAINED BY THE CLERK OF SUPERIOR COURT FOR NOT LESS THAN TWO YEARS.
Enacts GS 9-6.2 to require the clerk of superior court to keep a record of the name, address, and reason for the excusal request of
every person excused from jury duty based on disqualification(s) under GS 9-3 (qualifications of prospective jurors). Records
must be maintained for no less than two years from the date of excusal. Provides that these records are not public records under
GS 132-1.
Additionally, if a person is excused from jury duty for a reason related to qualifications to vote as set forth in GS 163-55. the
clerk must provide to the State Board of Elections with a record of the person's name, address, reason for excusal. and the date of
