INSTITUTIONS OF THE UNIVERSITY OF NORTH CAROLINA, TO MODIFY THE APPOINTMENT OF HEADS OF PRINCIPAL
STATE DEPARTMENTS AND TO ESTABLISH TASK FORCE FOR SAFER SCHOOLS
Senate committee substitute makes the following changes to the 3rd edition.
Amends the long title.
Amends GS 1 1 5C-1 1 concerning the organization and internal procedures of the Superintendent of Public Instruction
(Superintendent) and the State Board of Education (SBE), providing that the Superintendent must provide technical and
administrative assistance to die SBE. including personnel as specified. Adds new subsection (j) that provides that the SBE can
only appoint four personnel positions through the Department of Public Instruction for the support of the SBE. these personnel
positions are Attorney I, Attorney II, Paralegal II. and Administrative Assistant I. Deletes language which prohibited the
Superintendent from providing staff to die SBE.
Amends GS 1 1 5C-21 concerning the powers and duties of die Superintendent, deleting language diat prohibited internal auditors
and staff serving die SBE from being under the control and management of the Superintendent. Makes conforming changes
concerning the above personnel allocation provisions.

Senate amendments makes the following changes to lhe4di edition.
Amendment #1 amends the proposed change to GS 1 1 5C-41 0 to increase die number of exempt positions the Governor may
designate in cabinet departments from 300 to 425. Makes conforming change.
Amendment #2 clarifies the effect of the proposed changes to the North Carolina Charter Schools Advisory Board. Provides that,
for the two terms appointed by the Governor expiring in 2017. one member is to be appointed by the General Assembly upon die
recommendation of die Speaker of die House pursuant to GS 120-121. and one member is to be appointed by the State Board of
Education pursuant to GS 1 15C-218. Sets out that the one term member appointed by the Governor expiring in 2019 is to be
appointed by the General Assembly upon the recommendation of the President Pro Tempore ofthe Senate pursuant to GS 120-
