CREDIT EDUCATION PROGRAMS IN THE PUBLIC SCHOOLS.
Appropriates $150,000 for 2010-1 1 from the General Fund to the Department of Public Instruction to
implement and evaluate the credit education programs in the county school administrative units of Bertie,
Caldwell, Chatham, Columbus, Davie, Forsyth, Granville, Lenoir, and Transylvania. Effective July 1, 2010.

TO REQUIRE AN APPLICANT
FOR A DRIVERS LICENSE TO BE ABLE TO SPEAK OR READ AND WRITE ENGLISH WITH ENOUGH
PROFICIENCY THAT THE PRODUCTION OF MULTIPLE TESTS AND HANDBOOKS BY THE DIVISION OF
MOTOR VEHICLES IS NOT NECESSARY THEREBY NETTING A COST SAVINGS TO THE STATE.
Amends GS 20-7(b1), adding the requirement that an applicant under the Uniform Driver's License Act be
able to proficiently speak, or read and write the English language to obtain a license or other card from the
Division of Motor Vehicles (DMV). Amends GS 20-7(c), requiring a person to pass an examination that is given in
the English language only, regardless of whether the exam is oral or written. Makes conforming changes.
Prohibits the DMV from publishing any handbook or examination in a language other than English. Effective
October 1 , 2010, and applies to license applications and renewals on or after that date.

TO EXEMPT THE VENTUREPRISE
CENTER AND THE MANUFACTURING SOLUTIONS CENTER AT CATAWBA VALLEY COMMUNITY
COLLEGE FROM THE UMSTEAD ACT.
Exempts the VenturePrise Center and the Manufacturing Solutions Center at Catawba Valley Community
College from the provisions of GS 66-58 (codification of the Umstead Act), as title indicates.

TO AUTHORIZE THE
DIVISION OF MOTOR VEHICLES TO MAKE A NOTATION ON A NORTH CAROLINA DRIVERS LICENSE OR
SPECIAL IDENTIFICATION CARDS SHOWING A LICENSE HOLDERS MILITARY SERVICE.
Amends GS 20-7(q), adding Active Duty to the term Military Designation. Enacts new section (q1) to GS 20-
7, adding the term Veteran Military Designation and associated procedures for displaying the designation on
North Carolina licenses. Effective December 1, 2010, and applies to drivers licenses issued on or after that date.
