TO AMEND THE CONSTITUTION OF NORTH CAROLINA TO
PROHIBIT CONDEMNATION OF PRIVATE PROPERTY TO CONVEY AN INTEREST IN THAT PROPERTY
FOR ECONOMIC DEVELOPMENT AND TO PROVIDE FOR THE PAYMENT OF JUST COMPENSATION WITH
RIGHT OF TRIAL BY JURY IN ALL CONDEMNATION CASES.
Subject to approval by voters at the statewide election on November 2, 2010, adds new Section 19.1 to
Article 1 of the North Carolina Constitution prohibiting the taking of private property by eminent domain except for
a public use, which does not include taking property in order to convey an interest in the property for economic
development. Requires just compensation to be paid and, if demanded, determined by a jury.

TO APPROPRIATE FUNDS
TO THE UNIVERSITY OF NORTH CAROLINA SCHOOL OF MEDICINE, DEPARTMENT OF PSYCHIATRY, TO
PROVIDE ONGOING SUPPORT FOR THE SCHIZOPHRENIA TREATMENT AND EVALUATION (STEP)
PROGRAM AND THE OUTREACH AND SUPPORT INTERVENTION SERVICES (OASIS) PROGRAM.
Appropriates $400,000 for 2010-11 from the General Fund to the University of North Carolina School of
Medicine, Department of Psychiatry. Requires $200,000 to be used for funding and support for the Outreach and
Support Intervention Services Program, and $200,000 to be used for: (1 ) support for the UNC Center for
Excellence in Community Mental Health; (2) training for future psychiatrists, social workers, psychologists and
nurses; (3) training and consultation in evidence-based practices; and (4) ongoing support for the Department of
Psychiatry’s Schizophrenia Treatment and Evaluation Program clinic. Effective July 1, 2010.

A MEDIATION CENTER PROVIDING DISPUTE RESOLUTION SERVICES IN DISTRICT COURT DISTRICT 4.
Appropriates $25,000 for 2010-11 from the General Fund to the Judicial Department, to be used as title
indicates. Effective July 1, 2010.

TO AMEND THE LAW AUTHORIZING THE TRAPPING AND
SALE OF FOXES IN ASHE COUNTY AND TO REMO VE THE SUNSET ON THA T LA W.
Amends SL 2007-51 to change the open season for trapping foxes in Ashe Country to November 1 through
February 28 (was, November 7 through February 12) of each year. Sets a season bag limit of 10. Removes
sunset date of September 30, 2010.
