TO REENACT THE SALES TAX REFUND FOR
CERTAIN VOLUNTEER EMERGENCY RESPONSE PERSONNEL.
Amends GS 105-1 64.1 4(b) to add (1) volunteer fire departments and (2) volunteer emergency medical
services squads, which are also exempt from income tax under the Internal Revenue Code, to the list of nonprofit
entities that are allowed a semiannual refund of sales and use taxes on direct purchases of tangible personal
property and services, other than electricity, telecommunications service, and ancillary service, for use in carrying
on the work of the nonprofit entity. Effective for purchases made on or after July 1, 2008.

DESIGN PRINCIPLES OF THE NC HEALTHYBUILT HOMES PROGRAM TO THE CERTIFICATION OR
RATING SYSTEMS THAT MAY QUALIFY FOR BUILDING PERMIT FEE REDUCTIONS OR PARTIAL
REBATES ALLOWED BY COUNTIES AND CITIES IN ORDER TO ENCOURAGE CONSTRUCTION OF
BUILDINGS USING SUSTAINABLE DESIGN TO ACHIEVE ENERGY EFFICIENCY. Identical to S 305, filed

H 513. STUDY FIRE ANTS. Filed

TO CREATE THE LEGISLATIVE STUDY COMMITTEE ON THE
IMPACT AND CONTROL OF FIRE ANTS IN NORTH CAROLINA.
Creates the 14-member Legislative Study Committee on the Impact and Control of Fire Ants in North
Carolina (Committee). Provides for seven members appointed by the Speaker of the House of Representatives
(Speaker) and seven members appointed by the President Pro Tempore of the Senate (President Pro Tern).
Provides that the President Pro Tern and the Speaker are to each designate a chair for the Committee. Directs
that vacancies are to be filled by the appointing authority and that the presence of a majority of the members
constitutes a quorum. Sets the task of the Committee to study issues relating to the impact, control, and
eradication of fire ants in the state. Details issues that the Committee may consider in its study. Provides
additional guidelines for the operation of the Committee while in the discharge of its official duties. Provides that
the Committee may submit interim reports as it finds necessary. Directs the Committee to submit a final report to
the 2011 Regular Session of the General Assembly. Provides that the Committee is to terminate upon filing its
final report or upon the convening of the 2011 General Assembly, whichever comes first.
