H 1556. NC VETERINARIAN SPECIAL PLATE. Filed
4/28/09.
TO AUTHORIZE THE DIVISION OF MOTOR
VEHICLES TO PRODUCE A SPECIAL PLATE FOR THE NC VETERINA RY MEDICAL ASSOCIATION.
Amends GS 20-79. 4(b) to add a special registration plate that bears the phrase "NC Veterinary Medical
Association” (NCVMA) and includes an emblem of the NCVMA. Amends GS 20-79.7 to establish a special plate
fee of $30. Distributes $10 of the fee amount to the Special Registration Plate Account and $20 to the Collegiate
and Cultural Attraction Plate Account (CCAPA). Amends GS 20-81.12 to direct the Division of Motor Vehicles to
make a quarterly transfer of the money in the CCAPA earned from the sale of the plates to the NCVMA to be
used to provide compassionate, quality health care for all animals, to protect the health of the public, to
strengthen the human-animal bond, and to provide advanced continuing education for the public. Provides that
the development of the plate is contingent on receiving at least 300 plate applications. Amends GS 20-63(b) to
include the plate in those that are not required to be “First in Flight” plates. Effective July 1 , 2009.

TO APPROPRIATE FUNDS
TO THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES FOR THE STATE'S RESOURCE
CONSERVATION AND DEVELOPMENT COUNCILS.
Appropriates $500,000 for 2009-10 from the General Fund to the Department of Environment and Natural
Resources to provide a $50,000 grant to each of the state’s 10 Resource Conservation and Development
Councils to be used and leveraged as start-up funding for projects in each council. Effective July 1, 2009.

H 1558. WINSTON-SALEM URBAN LEAGUE FUNDS. Filed

TO APPROPRIATE FUNDS TO THE
WINSTON-SALEM URBAN LEAGUE , A NONPROFIT CORPORATION , TO BE USED TO ASSIST WITH THE
COSTS OF VARIOUS UNIVERSITY SYSTEM PARTNERS THAT OPERATE CENTERS THAT PROVIDE
COMMUNITY OUTREACH PROGRAMS IN THE STATE OF NORTH CAROLINA.
Appropriates $1 ,450,000 for 2009-10 from the General Fund to the Winston-Salem Urban League to be
allocated as follows to various university partners of the UNC System that operate community centers and provide
community services to the public: (1) $150,000 to UNC Universities Entrepreneurship Centers to create and offer
community outreach programs, sponsor local business ventures, deliver hands-on workshops and one-on-one
mentoring in basic areas of financial literacy, personal growth strategies, preparing for future jobs, and business
planning to undertake various for-profit or not-for-profit social entrepreneurship projects; (2) $150,000 to UNC
Centers of Excellence in Financial Services to help offer seminars to both students and the public, provide
individualized financial accounting to the public, offer CFP exam preparation sessions, provide internship
opportunities for university students, and collaborate with the centers by delivering services to local populations in
