H 183. BAN CELL PHONE USE BY SCHOOL BUS DRIVERS. Filed

TO MAKE USING A MOBILE
PHONE UNLAWFUL WHILE OPERATING A PUBLIC OR PRIVATE SCHOOL BUS OR A PUBLIC ACTIVITY
BUS ON A PUBLIC STREET OR HIGHWAY. Enacts new GS 20-140.6 making it a Class 1 misdemeanor
punishable by a fine of not less than $100 for an individual to engage in a call on a mobile phone while operating
a public or private school bus that is in motion at the time of the call. Provides exceptions if the use of the mobile
telephone is solely for the purpose of communicating with emergency, medical, fire, or law enforcement personnel
regarding an emergency situation. The statute does not authorize seizure or forfeiture of a mobile phone.
Prohibits local governments from passing any ordinance regulating mobile phone use. Provides definitions section
to clarify meaning of terms used in the statute. Effective for offenses committed on or after December 1, 2007.

H 184. MILITARY PERSONNEL INCOME TAX CHANGE. Filed

TO EXEMPT FROM INCOME TAX
CERTAIN COMPENSATION PAID TO MILITARY PERSONNEL OR THEIR SURVIVORS. Enacts new GS
105-1 34.6(b) (19) to establish a deduction from NC taxable income for compensation paid by the US armed forces
to a full-time active duty member of the armed forces. Effective for taxable years beginning on or after January 1 ,
2007.

TO REQUIRE THAT VOTERS PROVIDE IDENTIFICATION
BEFORE VOTING. Amends GS 163-166.12 to require that every person seeking to vote in person present (1) a
current and valid photo identification or (2) a copy of one of the following documents showing the name and
address of the voter: a current utility bill, bank statement, government check, paycheck, or other government
document. Previously, only individuals who registered by mail and had not previously voted in NC in an election
that included a ballot item for federal office were required to present identification. Makes conforming
amendments to GS 163-166.7 and 163-227 .2(b) requiring voter to present identification. Effective January 1,
2008.

PUBLIC STREET OR HIGHWAY. Enacts new GS 20-140.6 making it a Class 1 misdemeanor punishable by a
fine of not less than $100 for an individual operating one of the following vehicles to engage in a call on a mobile
