H 1435. FUNDS FOR RESPITE SERVICES. Filed

TO APPROPRIATE FUNDS TO THE DEPARTMENT
OF HEALTH AND HUMAN SERVICES FOR RESPITE SERVICES FOR INDIVIDUALS IN THE
DEVELOPMENTAL DISABILITY AND MENTALLY ILL TARGET POPULATIONS.
Appropriates $5 million for 2007-08 and $5 million for 2008-09 from the General Fund to the Department of
Health and Fluman Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse
Services, as title indicates. Requires $2.5 million in each fiscal year to be allocated for developmental disability
respite services and $2.5 million in each fiscal year for mental illness respite services. Funds are to be allocated
on a per capita basis to each local management entity. Effective July 1 , 2007.

EMPLOYEES SHALL BE PAID EVERY TWO WEEKS.
Enacts new GS 126-8.6 requiring state employees to be paid every two weeks. Amends GS 126-5 to provide
that GS 126-8.6 does not apply to public school personnel or community college employees. Effective January 1,
2009.

TO INCREASE THE AMOUNT
OF PERSONAL CARE SERVICE HOURS FOR ADULT CARE HOME RESIDENTS, AND TO INCREASE THE
STATE-COUNTY SPECIAL ASSISTANCE RATE.
Effective July 1 , 2007, requires the Department of Health and Fluman Services, Division of Medical
Assistance, to increase personal care service hours for adult care home residents to two hours per resident per
day. Effective October 1, 2007, requires the division to increase the State-County Special Assistance rate in
accordance with GS 131 D-4.2(h). Effective July 1, 2007.
