1999 Extra Session of the North Carolina General Assembly
On December 9, 1999 Governor James B. Hunt, Jr. called an extra session of the General Assembly to
address state needs in response to the impacts of Hurricane Floyd. The Governor’s Proclamation, made pursuant
to Article III, Section 5(7) of the Constitution of North Carolina, called for the session to convene on December 15,
1 999. The purpose of the session set forth in the Proclamation is to authorize use of the Budget Stabilization
Reserve and the remaining credit balance in the General Fund on June 30, 1999 and to make changes in law
necessary to expedite recovery assistance in eastern North Carolina.
The Governor also appointed Jennifer Weiss to fill the remaining term of late Representative Jane H. Mosley.
Speaker Black appointed Rep. Weiss to the following committees: Finance, Highway Safety, Judiciary IV, Public
Health, Select Committee on Health Care Delivery, State Personnel, and Ways and Means. Speaker Black also
appointed the following additional members to the Appropriations Committee for the 1999 Extra Session:
Representatives Fitch, Howard, Gray, and McComas.

EXTRA SESSION, 1999, OF THE GENERAL ASSEMBLY. Adopts the permanent rules of the 1999 regular
session for the 1999 extra session, except for various amendments designed to allow the Senate to act
expeditiously on H 2 (Hurricane Floyd Recovery Act). Allows second and third readings of bills to be placed
before Senate for immediate consideration; allows Senate to concur in House amendments and committee
