GENERAL FUND BUDGET DETAIL - SENATE BELL
The Senate’s budget bill, S 1505, amends the 1994-95 budget to appropriate a total of $459,578,035
for General Fund expansion items and makes cuts in the 1994-95 General Fund continuation budget
totaling $172,906,212 for a net increase in General Fund recurring expenditures of $286,671,823. The
bill also appropriates $391,397,462 in nonrecurring revenues for General Fund current operating items,
and appropriates federal block grant funds for 1994-95.
Appropriations for capital projects total $160,536,700.
Changes in the General Fund current operating budget are detailed in a Report on Budget
Modifications issued by the Senate Appropriations Committee. The following information is digested from
that report. We have not attempted to identify all of the continuation budget reductions. We have,
however, attempted to identify all expansion budget items and nonrecurring items, as well as all capital
improvements projects.
GENERAL FUND EXPANSION AND NONRECURRING ITEMS
Public Education
Bonus for teachers achieving National Board certification. $500,000 for a one-time bonus to
teachers who achieve certification in 1994-95 from the National Board for Professional Teaching
Standards.
Teacher Academy. $3.8 million to support the Teacher Academy with training of 3,000 teachers
and 100 trainers at ten sites.
Low-wealth supplemental funding. $7 million
Small school supplemental funding. $3 million
Willie M. Program. $531,037 to serve an additional 119 students at the current rate.
Instructional supplies and materials. $2.5 million, nonrecurring.
School bus replacement. $24 million. When added to the $16.2 million already appropriated for
1994-95, 964 buses can be replaced.
Educational technology equipment. $20 million in nonrecurring funds to place in reserve for
implementing recommendations of the School Technology Commission.
Differentiated pay for noncertified personnel. $10,408,950.
School employees pay increase. $98,740,553 for salary increases averaging 4% and $30,315,952
for a one-time 1% bonus across the board.
State aid, average annual salary. A reduction of $15,997,461 to budget average annual salaries of
teachers and administrators by using actual salaries for the 6th month of 1993-94 as the base.
