The 1976, or second, session of the 1975 General Assembly convened at
noon today. Ratified Resolution 121 of the 1975 session, the adjournment
resolution, provides that no subject other than budgetary matters may be
considered unless authorized by a ratified joint resolution passed by two-
thirds majority in each house. That is the reason for H 1285 and H 1287 and
similar resolutions below.
Because the 1976 session is a continuation of the 1975 General Assembly,
the numbering of bills, session laws, etc. begins where they left off when the
Legislature adjourned in June, 1975. Bills introduced in 1975 are subject to
action in 1976, but apparently subject to the same two-thirds approval ru-le as
new matters .
PUBLIC BILLS INTRODUCED
HOUSE
House rule 32 requires bills to be filed with the principal clerk the
day before being introduced. Under 1975 Ratified Resolution 121, summarized
above, a bill filed with the clerk cannot be introduced until the enabling
resolution for that bill has been ratified. For that reason, in the House
enabling resolutions (such as H 1285, 1287, and 1289) are being referred to
committee the day after being filed, but substantive legislation (such as H 1286
and 1288) is not receiving first reading or being referred to committee. To
keep our digests of bills in numerical order, we will be digesting bills as they
are filed in the House clerk's office. The committee reference for bills other
than enabling resolutions will be carried in the "Calendar Action" section of
the Daily Bulletin on the day the pre-filed bill is referred to committee.
