The rate per 100,000 people of Crime Index offenses reported to law enforcement agencies throughout North Carolina decreased
4 percent during 1999 when compared to the figures reported in 1998.
The rate of violent crime, which includes murder, rape, robbery and aggravated assault, fell 8 percent statewide. Individually,
the murder rate dropped 1 3 percent, the rape rate decreased 9 percent, the robbery rate went down 3 percent and the aggravated
assault rate decreased 10 percent.
The rate of property crime, consisting of burglary, larceny, and motor vehicle theft, also decreased 4 percent across the state. The
rates for burglary and larceny both went down 4 percent and the motor vehicle theft rate increased 1 percent. The arson rate, a
property crime not included with the other Index offenses, decreased 7 percent.
The number of juveniles under the age of 1 8 arrested for Crime Index offenses fell 10 percent in 1999, compared to a 4 percent
decrease in adults 1 8 and over arrested. Y ouths under the age of 1 8 arrested for violent crime dropped 1 6 percent, while adult arrests
decreased 8 percent. The number of property crime arrests for juveniles under 1 8 and decreased 9 percent, while adult arrests
decreased 2 percent.
The number of North Carolina law enforcement officers assaulted decreased 8 percent in 1999. In 1999, three law enforcement
officers were feloniously killed, compared to one who was killed in 1998.

‘Offense Definitions:
The Crime Index includes the total number of murders, rapes, robberies, aggravated assaults, burglaries, larcenies and motor vehicle thefts. While arson is
considered an Index crime, the number of arsons is not included in the Crime Index tables.
Violent crime includes the offenses of murder, rape, robbery and aggravated assault.
Murder - The willful (nonnegligent) killing of one human being by another.
Forcible Rape - The carnal knowledge of a female forcibly and against her will. Assaults or attempts to commit rape by force are also included.
Robbery - The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence
and/or by putting the victim in fear.
Aggravated Assault - An unlawful attack by one person upon another for the purpose of inflicting severe bodily injury. This type of assault is usually
accompanied by the use of a weapon or other means likely to produce death or serious bodily harm. Includes attempted assaults.
Property crime includes the offenses of burglary, larceny and motor vehicle theft.
Burglary - The unlawful entry of a structure to commit a felony or theft. Includes attempted forcible entry.
Larceny - The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another.
Motor Vehicle Theft - The theft or attempted theft of a motor vehicle.
Arson - Any willful or malicious burning or attempt to burn, with or without the intent to defraud.
