TO THE HONORABLE THAD EURE, SECRETARY OF STATE:
It having been made to appear to me by certificate of Honorable Charles M. Britt, Chairman of the State Board of Elections, attested by Raymond C. Maxwell, Esq., Secretary of said Board, and by certificate of Honorable Thad Eure, Secretary of State, that in compliance with Chapter Eight Hundred Twenty-One of the Session Laws of one thousand nine hundred and forty-nine, which is incorporated in this certificate by way of reference, that a certain proposed amendment to the Constitution of the State of North Carolina therein in detail set out, was duly submitted to the qualified voters of the State at a General Election held on the seventh day of November, one thousand nine hundred and fifty, and that at said election said proposed amendment received a majority of the votes cast, and that the result of the said election was properly canvassed and report and returns thereof made to the said State Board of Elections, and said returns canvassed by the said State Board of Elections and the result thereof ascertained and declared, and it was there found and declared that the said amendment had received a majority of the votes cast at said election and was carried, approved and adopted; and
It further being made to appear that proper report and return thereof has been made to the Secretary of State and there recorded and filed according to law, and that all acts and things necessary to be done precedent to this certification have been done and performed:
NOW, THEREFORE, I, W. Kerr Scott, Governor of North Carolina, in pursuance of the aforementioned statute and by its authority and agreeable to to its command, do hereby certify that he said amedment has become and is from and after this certification part of the Constitutioin of the State of North Carolina, and that the said Constitution of the State of North Carolina has been amended in the said respect; and to that end, I do hereby, therefore, certify unto you the said amendment
