The administration of Angus Wilton McLean, gov¬
ernor of North Carolina, ending January 11, has seen
numerous changes take place in the State. The fi¬
nancial structure has been strengthened; many de¬
partments have been added; the State’s $150,000,000
highway program has been brought near completion;
and the penal institutions have been put on a basis
where they are making a greater profit than those
of any State in the country. North Carolina has
continued the progress that has made it one of the
leading states of the Union.
When the General Assembly of 1921 provided mil¬
lions of dollars in bonds for highway and institu¬
tional improvements, it became necessary to assure
purchasers of those bonds that they were a safe and
sound investment. The administration of Governor
Cameron Morrison started this progressive program
on a large scale and set up a sinking fund to take
care of the bonds as they fell due. As the bond issues
for internal improvements increased, however, it was
found that additional assurance must be given that
North Carolina bonds were worth 100 per cent.
Budget System
Laws were enacted which placed behind the bonds
issued by the State of North Carolina the entire
credit and good faith of the State. The executive
budget system, which agency provides for a balanced
budget, was brought into being. These and other en¬
actments have placed the securities of North Caro¬
lina on a par with those of any other State.
Legislation providing for the consolidation of all
of the principal revenue collecting agencies of the
State under the Department of Revenue, thus elimi¬
nating all overlapping and duplication of elfort and
fixing responsibility for collecting revenues under
one head, was another of Governor McLean’s recom¬
mendations. The so-called county government acts,
providing the machinery for placing the financial af¬
fairs of the counties on an efficient and economical
basis, were passed by the 1927 General Assembly at
the instance of Governor McLean.

examination of the books and accounts of the North Carolina
State Prison for the calendar year 1928.
Net Earnings For The Calendar Year 1928
The books show that the net earnings of the Prison for the
calendar year 1928 amounted to $146,550.92.
The following is a condensed statement of the operations for
the year, divided as to its functional units:

Net Earnings For The Administration Period Of Four Years
The total net earnings of the Prison for the Administration
period of four years (1925-1926-1927-1928) aggregated $315,-
862.21, out of which $75,421.31 was paid the prisoners and their
families as required by law, also there was at the end of the year
just closed a special reserve of $25,000.00 set aside to cover a
