North Carolina is helpless; Civil
Defense train to show uliat atomic
warfare is like.
North Carolina's Civil Defense— at
state level — ranks among the top six
of the nation, and organization of many
of the ten major services is fully six
months ahead of Federal Civil De¬
fense Administration, according to
E. Z. Jones, who has been directing
homefront preparedness against possi¬
ble enemy attack since its start in
July of 1950.
"Our high national rating isn't the
part of the Civil Defense picture that
is keeping me awake nights." Mr. Jones
stated, "It is the lack of interest on the
part of local public officials. In many
communities they are not only retard¬
ing progress of the Civil Defense pro¬
gram. they are actually depriving their
constituents, of the chance to train for
protection.
"The first fact that everybody needs
to remember is that Civil Defense be¬
comes operational only al local level.
The splendid co-operation given us by
the highly important state-wide agen¬
cies and organizations incorporated into
the program is wasted on a community
not properly organized to utilize the
services.
“Civil Defense has progressed in
each municipality in direct ratio to the
degree of interest and support dem¬
onstrated by local civil authorities.
Some cities and towns in North Caro¬
lina have civil defense organizations
already set up that are outstanding
in the whole country. Winston-Salem
and Statesville arc two specific exam¬
ples of perfect co-operation between
local Civil Defense leaders and local
municipal authorities. On the other
hand, there are numbers of towns,
cities and whole counties which have
not appointed directors, or. having
appointed them, have not followed
through with support or even encour¬
agement by giving them anything with
which to work.
"I have never been able to under¬
stand how a city or a town could ex¬
pect their Civil Defense to operate
without a telephone, stationary, post¬
age or at least one office attendant.
"It should be remembered that most
local Civil Defense directors are volun¬
teers. Many of them arc willing to give

their time with no remuneration ex¬
cept the knowledge that they arc ren¬
dering a vital service to their home
community.
"Those people who are responsible
for the allotment of at least organiza¬
tional funds in the political subdi¬
visions of this state should take an
inventory of the community needs for
adequate protection and see to it that
the funds are made available.
"As State Director. I can say that
the need for Civil Defense has not
changed one iota since the invasion of
Korea. The chances of an atomic air
attack, perhaps simultaneously on sev¬
eral of our major cities, has not been
lessened by any of the so-called ‘Peace
Talks.'
"I have recently returned from
Washington, where all state Civil De¬
fense Directors were given much vital
information. One official in Defense
said that in his opinion. General Hoyt
Vandenburg’s statement that the Air
Defense might manage to stop 30 per
cent of invading planes was highly op¬
timistic. That official was Finlcttcr.
Secretary of the United States Air
Force. He should be in position to
know what he is talking about.
"Frankly, neither North Carolina
nor the nation is in any position to
withstand even a slight attack upon our
