The spiraling cost of living and of
public services is reflected in a newly-
compiled list of North Carolina state
employees with salaries in excess of
SI 2.000 a year.
In 1956 The State published a list
of the 50 top salaries on the state
payroll. It showed a spread from $19,-
998 for a University of North Caro¬
lina professor down to SI 3.000 for a
professor in the UNC Division of
Health Affairs.
As of Sept. I. 1960. the same ‘‘top
50" totem pole carried a $25,000 fig¬
ure for the governor at the top and a
SI 5.500 tab for a UNC professor in
50th place at the bottom.
In more general terms this means
that four years ago the average yearly
pay check for this blue-ribbon group
of tax-paid salaried help was SI 5.330.
whereas today it’s SI 6.540.
In 1956 exactly half of these big
50 salaries were paid to state em¬
ployees living in Chapel Hill. But the
Chapel Hillians had the ‘‘little half
of the aggregate total of $766,500 that
the "top 50” drew then, since only
S355.617 of it was paid out in the
University community.
The totting up of this group four
years later shows a gross increase of
only about $15,000 — or an annual
paid-out sum in Chapel Hill of $370,-
000 in round numbers.
As you might expect, education and
medical experts for the state's institu¬
tions of higher learning account for a
plurality of the five-figure public pay¬
roll — a tribute to Tar Hcclia's con¬
ception of what public services arc the
most valuable.
This holds true, too. on the com¬
pilation of all state employees with
51 2,000-plus yearly salaries as of last
Sept. 1. Thirty-seven per cent of the
221 persons on this list — that is, 82
of ’em. arc with the University or are
state employees living in Chapel Hill.

The whole kaboodle is currently
drawing S3. 300.000 a year out of the
Tar Heel public treasury, or an aver¬
age of just a shade under SI 5,000
apiece.
The change in relative position of
the "top 50" list came about as a re¬
sult of the increase in the governor's
salary plus expenses to $25,000. At
the last tabulation he received Si 5.000
plus $5,000 expenses, which left a
UNC professor with $19,998 as a
$4,998 salary superior to the Gover¬
nor. The faculty staffer, a world-
renowned specialist who could earn
far more in private industry, is now
up slightly lo $20,600.
Regulations in the University Di¬
vision of Health Affairs permit some
staff members to earn up to the equal
of their state salaries in private prac¬
tice. But few are able to do so be¬
cause of the press of their regular
duties. So while even their state salaries
are not diminutive, these
aren’t yet
competitive with the income of their
private colleagues.
