Robinson Auditorium (1704 Wceksvillc Road) at Elizabeth City State University in Elizabeth City. The hearing will take place from 3:00 p.m. until 8:00 p.m. Presentations at the hearing are limited to three minutes, while additional information can be submitted in writing.
