SUSPENDING THE
STATEWIDE TESTING PROGRAM IN THE PUBLIC SCHOOLS FOR TWO YEARS EXCEPT AS OTHERWISE
REQUIRED BY FEDERAL LAW.
Prohibits the State Board of Education, except as required by federal law or as a condition of federal grants,
from (1 ) requiring the public schools to administer any standardized tests and (2) expending funds to develop or
support any standardized tests. Effective July 1, 2009, and expires June 30, 2011.

BY THE NORTH CAROLINA BUILDING CODE COUNCIL AND APPROVED BY THE RULES REVIEW
COMMISSION.
Disapproves Chapter 1 1 of the 2006 International Building Code, with 2009 NC Amendments and the
referenced ANSI A117.1 Standard, adopted by the NC Building Code Council on March 1 1, 2008, and approved
by the Rules Review Commission on May 15, 2008.

H 611. CHECK-OFF DONATION: BREAST CANCER SCREENING. Filed

TO PROVIDE SPACE ON
THE INCOME TAX RETURN FOR INDIVIDUALS TO MAKE DONATIONS FOR EARL Y DETECTION OF
BREAST CANCER.
Enacts a new GS 105-269.7 to allow an individual receiving a refund of income taxes to elect to contribute all
or part of the refund to be used for early detection of breast cancer at the Cancer Prevention and Control Branch
of the Division of Public Health (Division) of the Department of Health and Human Services. Requires the
Secretary of the Department of Revenue (Secretary) to provide space on the individual income tax form with
instructions to the taxpayer. Provides that the election becomes irrevocable upon filing the individual’s income tax
return. Requires the Secretary to transmit contributions to the State Treasurer to be distributed to the Division.
Specifies that the funds be used only for early detection of breast cancer and in accordance with North Carolina’s
Breast and Cervical Cancer Control Program’s policies and procedures.
States the General Assembly’s intent that these funds are to be used in addition to any current
appropriations for early detection of breast cancer. Effective for taxable years beginning on or after January 1 ,
2009.
