EASLEY MAKES APPOINTMENTS TO N.C. COMMISSION FOR THE BLIND RALEIGH - Gov. Mike Easley has appointed Angela G. McCants of Raleigh and reappointed John Miller of Kitty Hawk and Tom Winton of Raleigh to the North Carolina Commission for the Blind. McCants is a parent educator with the Exceptional Children’s Assistance Center. She is also founder and executive director of the Developmental Disabilities Support Program. McCants is a member of the Governor’s Advocacy Council for Person with Disabilities, the N.C. Family Resource Coalition and the Orange County Disability Awareness Council. McCants is a graduate of N.C. Central University. Miller has been a board member since 1995. He has been a construction contractor since 1979. He is a member of the Lions Club, American Legion and is president and executive director of the Outer Banks Partnership. Miller attended the University of South Carolina and Weyer’s Cave Community College. Winton has been a board member since 2001. He is a visual impairment and assistive technology consultant for the Department of Public Instruction. He is a member of the Association for Education and Rehabilitation of the Blind and Visually Impaired and the Council for Exceptional Children. Winton received his bachelor’s and master’s degrees from Florida State University. The commission is a rulemaking body involved with the funding for the Division of Services for the Blind’s service programs. There are 13 members on the board, each serving a three-year term.
