Mike Easley appointed Helen Dickens of Raleigh, Karen Stamey of Landis, Dr. Michael Reaves of Caswell Beach and Vincent Smith of Wilmington to the Board of Trustees of the North Carolina Public Employee Special Pay Plan. Dickens is a human resources consultant and program manager for the NC Department of Transportation recruitment unit. She received her bachelor’s degree in sociology and social welfare from Saint Augustine College in Raleigh. Stamey is the benefits manager for the University of North Carolina at Charlotte. She received her bachelor’s of arts degree in English from Clemson University, graduating with honors. Reaves is the president of Brunswick Community College. He received his bachelor’s of science degree, master’s in education and his doctrine in adult and community college administration from North Carolina State University. Smith is the manager of benefits administration for Charlotte- Mecklenburg Schools. He received his bachelor’s of science from Clarkson University in New York. The Board of Trustees of the North Carolina Public Employee Special Pay Plan adopts and implements an Internal Revenue Service approved Special Pay Plan for state employees that will enhance existing Special Pay benefits. A Special Pay Plan is a qualified retirement plan that reduces the federal tax burden on special compensation payments made on behalf of state employees.
