H 92. NORTH CAROLINA SCIENCE OLYMPIAD FUNDS. Filed

TO APPROPRIATE FUNDS TO
EXPAND THE NORTH CAROLINA SCIENCE OLYMPIAD TO ALL ONE HUNDRED COUNTIES.
Appropriates $200,000 for 2009-10 and $200,000 for 2010-11 from the General Fund to the North Carolina
Science Olympiad to be used to expand the Science Olympiad to all 100 counties, sponsor at least 15 regional
tournaments, increase the number of participating schools, and provide a state director to coordinate the program.
Effective July 1 , 2009.

HIGHWAY PATROL DIVISION, TO EMPLOY A CONTRACT POSITION TO COORDINATE CAISSON
ACTIVITIES FOR THE NORTH CAROLINA TROOPERS ASSOCIATION CAISSON UNIT.
Appropriates $50,000 for 2009-10 from the General Fund to the Department of Crime Control and Public
Safety, State Highway Patrol Division, as title indicates. Prohibits the contract position from receiving employee
benefits. Effective July 1 , 2009.

TO AMEND THE DEFINITION OF RETIREMENT
TO CLARIFY THAT SERVICE AS AN UNPAID VOLUNTEER IN A LOCAL SCHOOL ADMINISTRATIVE UNIT IS
NOT CONSIDERED SERVICE FOR THE PURPOSE OF THAT DEFINITION. Amends GS 1 35-1 (20) as the title
indicates.

H 95. PERSONAL CARE SVCES/PATIENT CONSENT. Filed

TO REQUIRE HEALTH CA RE FACILITIES
TO GIVE A PATIENT OR CLIENT THE OPTION OF CHOOSING TO HAVE A PERSONAL CARE SERVICES
PROVIDER BE OF THE SAME GENDER AS THE CLIENT.
Enacts GS 131 D-9.1 (licensing of maternity homes and adult care homes), 131 E-1 14.4 (licensing of nursing
homes), amends 1 31 E -144.4 (provision of notice to client by home care agency) and enacts 131E-79.2 (hospital
licensure) as the title indicates. Requires the health care facility to inform the resident/client of the option of having
a personal care service provider who is of the same gender as the resident/client. Provides that the proposed
amendments are not to be construed as requiring a facility to employ additional personal care service staff in
order to be in compliance with the proposed provisions; however, requires the facility to inform the resident/client
if the facility does not employ personal care service staff of both genders. Effective October 1, 2009.
