TO APPROPRIATE FUNDS FOR
THE COLLEGE OF VETERINARY MEDICINE CLINICAL TEACHING AND RESEARCH FUND.
Appropriates $250,000 for 2009-10 from the General Fund to the UNC Board of Governors to be allocated to
NC State University for the College of Veterinary Medicine Clinical Teaching and Research Fund. The funds are
to be used to (1) allow advanced diagnostic and treatment options for animals of all species presented to the
college’s teaching hospital and services where either the owner has limited financing options, significant
instructional value exists, or the conduct of such diagnostic treatment options has the potential to add significantly
to core knowledge in the relevant clinical area and (2) allow establishment and support of a Veterinary Clinical
Trials Program aimed at generating new, clinically relevant knowledge across multiple species by assessment of
the efficacy of novel diagnostics, therapeutics, and treatment modalities in a broad population of relevant species.

TO REQUIRE THE DIVISION OF
CRIMINAL STATISTICS TO COLLECT AND MAINTAIN STATISTICS ON THE USE OF DEADLY FORCE BY
LAW ENFORCEMENT WHICH RESULTS IN DEATH.
Enacts a new GS 1 14-10.02 to require that the Division of Criminal Statistics (Division) collect, correlate,
maintain, and publish information regarding any death resulting from the use of deadly force by law enforcement
officers. Provides for the specific information to be collected and maintained by the Division. Defines law
enforcement officer as any criminal justice officer as defined in GS 17C-2(3) (North Carolina Criminal Justice
Education and Training Standards Commission). Allows the identity of law enforcement officers to remain
anonymous when the Division collects and publishes information on the use of deadly force resulting in death by
assigning anonymous identification numbers to each officer in an agency. Prohibits the correlation between
