SENATE BILLS
S 1109. ADJOURNMENT RESOLUTION. Filed
8/6/09.
SETTING THE TIME FOR ADJOURNMENT OF THE
2009 GENERAL ASSEMBLY TO MEET IN 2010 AND LIMITING THE SUBJECTS THAT MAYBE CONSIDERED
IN THAT SESSION.
Provides that when the 2009 General Assembly adjourns on August 7, 2009, they will reconvene at noon on
May 1 1, 2010. Limits matters that may be considered during the 2010 Regular Session as follows:
1. Bills that directly and primarily affect the state budget (including the budget of an occupational licensing
board), if requested by May 14 and filed by May 25, 2010.
2. Bills amending the NC Constitution.
3. Bills and resolutions that in 2009 passed third reading in the house in which introduced; were received in
the other house by the applicable deadline; were not disposed of in the other house by tabling, unfavorable
committee report, indefinite postponement, or failure to pass any reading; and do not violate the rules of the
receiving house.
4. Bills and resolutions that implement the recommendations of: (a) study commissions, authorities, and
statutory commissions authorized or directed to report to the 2010 session; (b) the General Statutes Commission,
the Courts Commission, or any commission created under GS Chapter 120 and authorized or directed to report to
the General Assembly; (c) the House Ethics Committee; (d) select committees; or (e) the Joint Legislative Ethics
Committee or its Advisory Subcommittee, if requested by May 12 and filed by May 19, 2010.
5. Any local bill that is accompanied by a certificate signed by the principal sponsor stating that no public
hearing will be required or requested by a member, that the bill is noncontroversial, and that the bill is approved
for introduction by each member of the House of Representatives and Senate whose district includes the area to
which the bill applies, if requested by May 19 and filed by May 26, 2010.
6. Bills providing for selection, appointment, or confirmation of members of state boards and commissions
as required by law, including the filling of vacancies.
7. Any matter authorized by joint resolution passed during the 2010 Regular Session by a two-thirds majority
of the members of each chamber present and voting.
8. A joint resolution authorizing the introduction of a bill pursuant to paragraph # 6.
9. Any bills primarily affecting any state or local pension or retirement system, if requested by May 19 and
filed by May 26, 2010.
10. Joint resolutions, House resolutions, and Senate resolutions authorized for introduction under Senate
Rule 40(b) or House Rule 31.
1 1. A joint resolution adjourning the 2009 Regular Session, sine die.
12. Bills to disapprove rules under GS 1 50B-21.3 (adoption of rules under the Administrative Procedure Act).
Provides that the Speaker or the President Pro Tern, may authorize appropriate committees or
subcommittees of their respective houses to meet during the period between sessions to review matters
