FOR MODIFYING THE SCHOOL ADMISSION
REQUIREMENTS TO ENSURE THAT EVERY CHILD IS READY TO ENTER KINDERGARTEN AND THEREBY
REDUCE STUDENT DROPOUT RATES IN LATER GRADES. Under current law, a child must reach the age of
five on or before October 16 to be eligible for initial enrollment in public school. This act amends GS 1150 364(a)
and(b) to require that a child reach the age of five on or before August 31 of that school year in order to be eligible
to enroll in public school. Maintains the exception to the age requirement if a child has attended school in another
state in accordance with the laws and rules of that state prior to becoming a resident of North Carolina. Effective
beginning with the 2009-2010 school year.

H 152. STUDY LOTTERY PROCEEDS FOR CHARTER SCHOOLS. Filed

TO AUTHORIZE THE
LEGISLATIVE RESEARCH COMMISSION TO STUDY ALLOWING CHARTER SCHOOLS TO SHARE IN
LOTTERY PROCEEDS FOR SCHOOL CONSTRUCTION PURPOSES. Authorizes the Legislative Research
Commission (Commission) to study whether charter schools should be eligible for a proportionate share of the
Lottery proceeds allocated for school construction. The Commission may make an interim report to the 2008
Regular Session and must make a final report to the 2009 General Assembly. Directs the Legislative Services
Officer to allocate funds for the Commission’s expenses.

MENU OF LOCAL OPTION TAXES IF APPROVED BY THE VOTERS. Enacts new Articles 46, 47, 48, 49, 49A,
and 49

of GS Chapter 105 to authorize municipalities and counties to levy the following local taxes if approved
by the voters of the municipality or county, up to any rate approved by the voters: (1) a sales tax, (2) an impact tax
per square foot of dwelling space and of commercial building enclosed floor space, (3) a meals tax, (4) a room
occupancy tax, (5) an income tax, and (6) a land transfer tax. If both a county and a municipality in the county levy
