H 58. NORTH CAROLINA SCIENCE OLYMPIAD FUNDS. Filed

TO APPROPRIATE FUNDS TO
EXPAND THE NORTH CAROLINA SCIENCE OLYMPIAD TO ALL ONE HUNDRED COUNTIES. Appropriates
$100,000 for 2007-08 and $100,000 for 2008-09 from the General Fund to North Carolina Science Olympiad as
title indicates. Requires that the Science Olympiad sponsor at minimum 15 tournaments, increase the number of
participating schools, and provide a state director to coordinate the program. Effective July 1, 2007.

DIRECTING THE STATE BOARD
OF EDUCATION TO DEVELOP A PLAN FOR A SABBATICAL PILOT PROGRAM Directs the State Board of
Education to develop a plan for a one-year sabbatical program for up to 150 teachers and principals with ten or
more years of experience. Specifies that the plan must require that participants return to their schools for at least
three years following the sabbatical or repay the salary for the one year. Requires the State Board of Education to
report to the General Assembly on the plan by March 1, 2008.

H 60. MOORE ANNEXATION REF ERENDUM. Filed

TO PROVIDE IN MOORE COUNTY FOR
REFERENDA ON ANNEXATIONS IF REQUESTED BY RESIDENTS OF THE AREA TO BE ANNEXED. Amends
GS 160A-37 (concerning annexation by cities with a population of 5,000 or less) and GS 160A-49 (concerning
annexation by cities with a population of 5,000 or greater) prohibiting annexation if 10% of the registered voters in
the proposed annexation area present the city a petition in opposition to the annexation. If this happens, the
annexation is allowed only if it is approved in a referendum. Requires the election to determine whether the area
in question will be annexed to take place 100 days after the board of election receives the order from the city
council. Applies only to Moore County.
