H 1897. HEALTH CARE FOR ALL PLANNING COMMISSION. Filed

TO ESTABLISH THE NORTH
CAROLINA HEALTH CARE FOR ALL PLANNING COMMISSION.
Establishes the North Carolina Health Care for All Planning Commission (Commission) and specifies the
number of members and how members are to be appointed. Directs the Commission to conduct a comprehensive
review of the current health care system in NC and to develop and recommend to the General Assembly a Health
Care for All Plan (Plan) to transition from NC’s current fragmented health care delivery system to a
comprehensive system that ensures that all North Carolinians have access to regular, affordable, and appropriate
health care by the year 2012. Provides guidelines for developing the Plan and reviewing the current status of
health care in NC. Requires the Commission to present annual interim reports, beginning May 1, 2008, to the
Speaker of the House of Representatives, the Senate President Pro Tempore, and the Governor. Directs the
Commission to submit its final report to the 2011 General Assembly and the Governor when the 201 1 session
convenes. Provides that the commission terminates after submitting its final report. Effective July 1 , 2007,
appropriates $100,000 for 2007-08 and $100,000 for 2008-09 from the General Fund to the General Assembly,
for the Commission.

H 1898. AIDS TESTING/CERTAIN INMATES. Filed

TO REQUIRE THAT CERTAIN INDIVIDUALS
RELEASED FROM THE CUSTODY OF THE DEPARTMENT OF CORRECTION BE TESTED FOR AIDS VIRUS
INFECTION.
Enacts new GS 148-19.2 requiring inmates who are known to have been IV-drug users before or during
incarceration to be tested for AIDS before being released from the Department of Correction’s custody. Results
are confidential. If the results are positive, the individual is referred to public health officials for counseling and
treatment. Testing and reporting is sifcject to the requirements of Article 6 (communicable diseases) of GS
Chapter 130A. Appropriates $25,000 for 2007-08 and $25,000 for 2008-09 from the General Fund to the
Department of Correction to implement these requirements. Requires the Secretary of Correction to report to
several legislative committees and the Fiscal Research Division annually by March 1, beginning in 2008, on the
number of inmates referred for testing. Effective July 1 , 2007.

THE DEPARTMENT OF COMMERCE TO ESTABLISH A STAFF POSITION TO COORDINATE ACTIVITIES
RELATING TO THE SEVENTY-FIFTH ANNIVERSARY OF THE BLUE RIDGE PARKWAY.
Appropriates $100,000 for 2007-08 and $100,000 for 2008-09 from the General Fund to the Department of
Commerce, Division of Tourism, Film, and Sports Development, as title indicates. Effective July 1, 2007.
