H 2071. LAND LOSS PROTECTION PROJECT FUNDS. Filed

TO APPROPRIATE FUNDS FOR THE
LAND LOSS PREVENTION PROJECT. Appropriates $46,000 in recurring funds and $250,000 in nonrecurring
funds from the General Fund to the Land Loss Prevention Project for fiscal 2006-07. Funds to be used to provide
legal representation to financially distressed small farmers and rural landowners, and to continue expansion of
services to tobacco dependent communities. Requires that the Prevention Project report to the Joint Legislative
Committee on Governmental Operations and the Fiscal Research Division on the use of the funds. Effective July
1 , 2006.

TO APPROPRIATE FUNDS
TO THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES FOR THE STATE'S RESOURCE
CONSERVATION AND DEVELOPMENT COUNCILS. Appropriates $500,000 from the General Fund to the
Department of Environment and Natural Resources for fiscal 2006-07. Funds to be used to provide each of the
State’s ten Resource Conservation and Development Councils a $50,000 grant for projects such as agriculture
and rural waste management, water quality, tobacco replacement crops, ecotourism, and stream management.
Specifies that it is the intent of the General Assembly that the funds be included in the continuation budget.
Effective July 1 , 2006.

ESTABLISH A FAMILY COURT PILOT PROGRAM IN DISTRICT COURT DISTRICT 21. Appropriates $275,000
from the General Fund to the Judicial Department for fiscal 2006-07 to establish a family court in Judicial District
21 (Forsyth County). Effective July 1, 2006.

THE RENOVATION AND EXPANSION OF THE HEALTH SCIENCE BUILDING AT CENTRAL PIEDMONT
COMMUNITY COLLEGE. Appropriates $3 million from the General Fund to the Community Colleges System
Office for fiscal 2006-07 for the renovation and expansion of the Health Science Building at Central Piedmont
Community College. Effective July 1, 2006.
