The 2004 session of the North Carolina General Assembly convened at noon on Monday, May 10, 2004.
Bills on the following matters may be considered in the 2004 session: (1) bills directly affecting the budget for
fiscal year 2004-2005; (2) bills introduced in 2003 and having passed third reading in the house of introduction
and not unfavorably disposed of in the other house; (3) bills implementing recommendations of study and
statutory commissions; (4) noncontroversial local bills; (5) selection, appointment, or confirmation of members of
state boards and commissions; (6) any matter authorized by joint resolution passed by two-thirds vote of the
House and Senate: (7) bills primarily affecting state or local retirement plans; and (8) bills and resolutions
regarding state government reorganization, memorial resolutions, adjournment resolutions, resolutions
disapproving administrative rules, and proposed constitutional amendments.
The following bill introduction deadlines apply in the 2004 session: May 19 for study bills; May 26 for
noncontroversial local bills and retirement system bills; and May 27 for budget bills. Since adjournment of the
2003 session, the following changes have occurred in the membership of the General Assembly. In the House.
Susan C. Fisher was appointed to replace Martin L. Nesbitt, Jr., who was appointed to the Senate, and Fred F.
Steen was appointed to replace W. Eugene McCombs, who died on January 20, 2004. In the Senate, Woody
White was appointed to replace Patrick Ballantine, who resigned, Ralph Hunt was appointed to replace Wib
Gulley, who resigned and Martin L. Nesbitt, Jr., was appointed to replace Steven Metcalf, who resigned.
