S 1169. OLMSTED MEMORIAL. HONORING THE MEMORY OF DR. DENI SION OLMSTED, THE FIRST
NORTH CAROLINA STATE GEOLOGIST ON THE ONE HUNDRED SEVENTY-FIFTH ANNIVERSARY OF THE
NORTH CAROLINA GEOLOGICAL SURVEY. As title indicates.

HOUSE BILLS
H 1304. NO INCOME TAX MARRIAGE PENALTY. TO REDUCE INCOME TAXES FOR MARRIED COUPLES.
Amends GS 105-1 34.6(c) to provide that the following is added in calculating state income tax: (1) in case of
married persons who file a joint return, amount by which standard deduction under Internal Revenue Code
exceeds $6,000 and (2) if married person files a separate return, the amount by which the taxpayer’s standard
deduction exceeds $3,000. Amends GS 105-1 34.2(a) to provide for the following income tax percentages: For
married individuals filing joint return — up to $25,500 taxable income (now, $21,250) at 6%, from $25,500 to
$120,000 (now, $100,000) at 7%, and above $120,000 at 7.75%. For married individuals who do not file a joint
return — up to $12,750 taxable income (now, $10,625) at 6%, from $12,750 to $60,000 (now, $50,000) at 7%; and
above $60,000 at 7.75%. Effective for taxable years beginning on or after Jan. 1, 2002.

H 1305. WILDLIFE SALARY EQUITY. TO ADJUST THE SALARIES OF WILDLIFE ENFORCEMENT OFFICERS
OF THE WILDLIFE RESOURCES COMMISSION TO ELIMINATE SALARY INEQUITY WITH THE OFFICERS
OF OTHER LAW ENFORCEMENT AGENCIES. Requires Office of State Personnel to adjust salaries of wildlife
enforcement officers so that average salary of officers in any salary classification level is same as average salary
