The General Assembly of North Carolina convened at 12:00 noon today in the State Legislative
Building in Raleigh. Counting from the first Assembly elected under the Constitution of 1776, this is the
142nd. (The official count of 141 apparently omits some of the sessions listed in John Cheney's North
Carolina Government 1585-1979.) Legislators were elected annually from 1777 to 1836. Biennial
elections have been the rule since 1838 except for a brief return to annual elections between 1868 and
1870. The General Assembly has convened at the seat of government in Raleigh since 1794. Before
then, it met at various times in New Bern, Halifax, Hillsborough, Fayetteville, Tarborough, and Smithfield.
With this issue of the Daily Bulletin, the Institute of Government begins its 60th year of daily
legislative reporting.
The Institute, founded in 1931, is a unit of the University of North Carolina at Chapel Hill. It is
devoted to teaching, research and consultation for and about North Carolina state and local government.
The Daily Bulletin is published each legislative day. It is designed to help members and staff of the
General Assembly, state and local government officials, and members of the news media understand and
follow the progress of pending legislation. Each issue comprises two parts. The first part lists bills
introduced today, digests all amendments, committee substitutes, and conference reports adopted today
and reports all calendar action on the floor of the Senate and House of Representatives. The second part
digests all bills introduced today. From time to time we also report the election of officers, appointment of
committees, adoption of rules, and other official acts of either chamber.
The calendar action report identifies bills by number and short title. Bills that were ratified or defeated
today are flagged. The dates of previous changes to the bill by amendment or committee substitute are
given. The calendar action report is generated by the General Assembly's computerized Bill Status
System maintained by the Institute and the Legislative Automated Systems Division.
The Daily Bulletin is distributed each day to members and staff of the General Assembly, the chief
administrative officer and the legislative liaison officer of each state agency, county and city governments,
and public libraries.
The Institute of Government's Legislative Reporting Service also publishes the Daily Summary, the
Weekly Bulletin, and the Weekly Status Report. The Daily Summary reports all bill introductions by title
only and includes each day's calendar action report. It does not include bill digests and is available only
by fax or electronic mail. The Weekly Bulletin compiles all bill digests and other information from the
previous week's Daily Bulletin issues into a single document. The Weekly Status Report includes several
reports on the current status of bills and resolutions compiled by the General Assembly's Bill Status
System.
Public officials may subscribe to Legislative Reporting Service publications for nominal fees that
cover the cost of postage or electronic distribution. Commercial subscriptions are available to private
