1994-95 BUDGET MODIFICATIONS
ITEMS IN CONTROVERSY
This Part of today’s Bulletin highlights major items in controversy between the House and Senate
budgets for 1994-95. We have not attempted to provide comprehensive coverage of special provisions in
controversy. However, we have included a comprehensive listing of line items in controversy as indicated
by the reports submitted by the Senate and House Appropriations Committees in reporting S 1505 to the
floor.
SALARIES AND BENEFITS
Compensation bonus. The Senate provides a 1% compensation bonus payable in December, 1994,
for permanent employees and school bus drivers who were employed for the entire second half of
1993-94. Bonus payments to UNC System and Community College personnel are not discretionary. The
House provides a $480 one-time bonus for state employees to be paid (1) on July 1, 1994, to permanent
employees and school bus drivers who were employed for the entire second half of the 1993-94 fiscal
year, and (2) on December 31, 1994, to those who were employed for the entire first half of the 1994-95
fiscal year. Bonus payments to community college instructional faculty and UNC System EPA employees
are discretionary, but will average $480.
Council of State. The Senate does not treat Council of State members differently from state
employees generally. The House sets salary of all Council of State members at $87,000 (now, $77,289).
Certain Executive Branch officials. Senate: salary of State Controller to $125,1 13; House:
Controller’s salary reduced to $108,271 (now, $120,301). Senate: Director of Office of Administrative
Hearings granted same increase as state employees generally; House: increases Director of Office of
Administrative Hearings to $76,500 (same as district court judge).
Legislator’s salary and expenses. Senate: Legislator’s salaries and expenses increased 4%; House:
increases pay of legislators and reduces expense allowances according to different schedule. Sets pay of
principal clerks at $54,000 (now, $47,620).
Principal clerks. Senate grants 4% increase; Houses set pay at $54,000.
Judicial branch officials. Senate grants general 4% increase as of July 1, 1994, and additional
increases effective Jan. 1, 1995. House grants all pay increases as of July 1, 1994. House salary
schedule differs slightly from Senate schedule effective
1/1/95,
and House does not grant extra pay
increase to district attorneys and public defenders.
Clerk of superior court. House grants extra pay increases to clerks of court.
Magistrates. House and Senate provisions for magistrates pay schedule different substantially.
