Introduction
The second session of the 1977 General Assembly will formally convene on
May 31, 1978 at 12 noon. According to a resolution passed last session (Res 75,
1977 SL) , the short session will be limited to bills directly affecting the state
budget for fiscal 1978-79. bills introduced in 1977, favorably acted upon in the
house in which introduced, and not defeated in the other house ? bills implementing
the recommendations of study commissions directed to make final reports in the 1978
session; and any other bill that is preceded by an authorizing resolution passed by
a two- thirds majority in each house.
The Daily Bulletin is normally published only when the legislature is in
session. This year, because of the limited nature of the session, and the importance
of the appropriations recommendations of the Governor and the Advisory Budget Com¬
mission (explained below), we are departing from that policy and publishing a summary
of those recommendations.

Legislative Bulletin Services
The Daily Bulletin is published by the Institute of Government and is dis¬
tributed to members and staff of the General Assembly, state and local governmental
officials, and the news media in an attempt to assist them in understanding pending
legislation and in following the progress of that legislation. This is one of the
ways the University of North Carolina at Chapel Hill attempts to serve the citizens
and governmental officials of North Carolina. Other activities of the Institute
of Government include the publication of a quarterly magazine, as well as manuals
and bulletins for local and state governmental officials, the holding of courses
and conferences for citizens and governmental officials, and consultations with
governmental officials on specific problems.
The Daily Bulletin is easy to use if one becomes familiar with it. Each
regular issue contains, in order, summaries of House and Senate public bills intro¬
duced, summaries of House and Senate local bills introduced, summaries of amendments,
committee substitutes, and conference reports adopted in the House and Senate, and
on the white pages a list of all floor actions that took place on bills that day.
The list of floor actions is reproduced from information entered in a computer based
bill status and history system, which is maintained by the Institute of Government
and the Legislative Services Office with the cooperation of the Office of State
Management Systems of the Department of Administration. The list of actions contains
symbols to indicate the bills that have been ratified or have failed and to show the
dates of any earlier amendments to a bill. The Institute of Government also publishes
a Weekly Summary. For information on these publications, or for further information
about matters contained in the Daily Bulletin, call or write the Institute at the
address indicated on the mast head of this Bulletin.
