H 1537 Eastern Music Festival Funds APPROPRIATION
Introducer: Seymour Sent to Appropriations
"To appropriate funds for the Eastern Music Festival . " Appropriates
$25,000 from General Fund to Dep't of Cultural Resources for fiscal 1978-79 for
operation of named festival. Effective July 1, 1978.
H 1538 Rutherford Bicentennial Funds APPROPRIATION
Introducer: Jones Sent to Appropriations
"To appropriate twenty-five thousand dollars to the Rutherford County
I Bicentennial." Appropriates $25,000 from General Fund to Rutherford County Comm'rs
for fiscal 1978-79 to commemorate county's bicentennial. Effective July 1, 1978.
H 1539 Open meetings law amendments GS 143, 153A, 160A

"To amend G.S. Chapter 143, Article Z3B, the North Carolina open
meetings law, by clarifying the law and by including a requirement of public
notice of official meetings and to amend Chapter 959, 1977 Session Laws , to
provide that the open meetings study commission shall report to the 1979 General
Assembly." Amends' GS 143-318.1, -318.2, -318.3, and adds new GS 143-318.8 to
amend open meetings law as follows: Extends coverage of law to "public bodies."
Defines public bodies as any "authority, board, commission, committee, council,
or other body" of state or local government meeting the following criteria: (1)
comprising two or more members; (2) exercising or authorized to exercise any of
the following powers: legislative, policy-making, quasi-judicial, administrative,
or advisory; (3) established in one of the following ways: (a) by state constitution,
(b) by act or resolution of General Assembly, (c) by resolution or order of state
agency, as part of statutory procedure to establish local public body, (d) by act
of governing board of local government, or (e) by executive order of Governor or
act of head of stale department o:: division. Also provides that "public body" in¬
cludes committees of public bodies and governing boards of public hospitals, as
defined in GS 159-39 and provides that meetings of staff members are not public
bodies, unless staff meeting is body established by one of methods listed above.
Adds notice requirement to law, requiring notice of time and place of
l all official meetings, as follows: Regular meetings: requires schedule of
regular meetings, if one adopted, to be filed in named central place. Special
meetings: requires 48 hours notice, posted on bulletin board of public body
