The 49th Annual Meeting of the Stockholders of the At-lantic and North Carolina Kail road Company is held at the Company's Offices in New Bern, N. C, on the 4th Thursday in September, 1903, it being the 24th day of said month. The meeting is called to order by President James A. Bryan, who requests Joseph E. Robinson to act as temporary Chairman, and George Green, J. J. Royal, C. L. Stevens, and such representatives of the Press as were present, as Secretaries. The Proxy Committee, through its Chairman, Henry R. Bryan, Jr., submit the following report, which is read by the Secretary, and on motion adopted, to-wit:— New Berk, N. C, Sept. 24th, 1903. Ives the temporary organization is made permanent. The Annual Report of President Bryan is read. On motion of E. C. Duncan the reading of the Eeports of the other Officers and the Finance Committee is dispensed with, they having already been printed and distributed among the stockholders. J. W. Grainger, Esq., State Proxy, announces the appoint-ment of the following Directors on the part of the State, to-wit: C. M. Busbee, of Wake County. W. H. Bagley, of Wake County. W. H. There being no other nominations, on motion the Secretary is instructed to cast the unanimous vote of the meeting for the above named gentlemen, which is accordingly done, and they each receiving 1340 votes are declared duly elected. The following Resolution is offered by Dempsey Wood, to-wit: "Be it Resolved: That no additional bonded indebtedness be created upon the Atlantic and North Carolina Railroad for any purpose whatsoever." C. E. Foy moves that the Resolution be tabled. A stock vote is ordered, and the motion to table is lost by a vote of 1056 to 272. The Resolution, after being amended by the introducer to read "mortgage''' instead of "bonded," is put upon its passage and adopted by a stock vote of 705 to 632. The following Resolution is offered by Dempsey Wood, to-wit: "Be it Resolved: B3' the Private Stockholders in Annual Meeting-assembled, that it is the sense of the Stockholders holding and con-troling the Private Stock of the Atlantic and North Carolina Rail-road Company, that it is to the best interest of the Road, the State and the Private Stockholders, that said Road be leased." "Be it further Resolved, That when this Meeting adjourn, it adjourn to meet on Thursday, December 10th, 1903, at New Bern, to further consider the above recommendations in conjunction with the Representative of the State's interest in said Road." PROCEEDINGS—Continued. J. W. Grainger, State Proxy, announces that inasmuch as the Resolution is one which is exclusively directed to an expres-sion of opinion by the Private Stockholders, he will retire pend-ing discussion and action thereon, and accordingly retires from the meeting. The Resolution after some discussion is put upon its passage and adopted by a Stock vote of 805 to 182. J. W. Grainger, State Proxy, re-enters the meeting after the announcement of the result of the vote on the Resolution by the Chairman. On motion of W. L. Arendell, the report of the President is adopted. On motion of C. E. Foy, the reports of the other officers of the road and Finance Committee are adopted. On motion of Geo. N. Stevens, Secretaries. PRESIDENT'S REPORT. New Bern, N. C, Sept. 24, 1903. To the Stockholders of the Atlantic & N. C. Railroad Co.: Gentlemen:—We beg- to submit for your consideration, this the Forty-ninth Annual Report of the condition of your Company for the Fiscal Year ending June 30th, 1903. During the year the various warehouses and other buildings under construction at the time of your last meeting, have been com-pleted and are in use. In addition to the above, a new warehouse has been erected at Riverdale at a cost of $1,114.62 Another at Core Creek at a cost of 1,920.03 And another is being built at Beston and is nearly ready for occupancy, at a cost thus far of 1,500.97 A new water tank and engine house have been built at Core Creek at a cost of 435. 83 Another at Havelock at a cost of 621. 70 And a foundation has been laid and a tank built and is ready to be put up at Stony Creek at a cost of 557.57 Your Roadway, Bridges and Trestles have been kept in good and safe condition, your Motive Power has been main-tained at a high standard, and your Rolling Stock is in fairly good order. The Gross Earnings of your road have been $304,107.59 Its operating expenses have been $195,562. 13 Fixed Charges, Interest, Taxes, etc 32,716.29 Making a total of $228,278.42 Leaving your net Earnings June 30, 1903 $ 75,829.17 Which has been expended as follows: Permanent Improvements $35,886.64 New Equipment, Machinery, etc., 7,437.81 Real Estate and Wood Land 6,508.30 Balance $25,996.42 $75,829.17 For a statement more in detail, you. are respectfully referred to the reports of the Auditor, Master Mechanic, Treasurer and Road Master. Having in former reports called your attention to the insuffi-ciency in quantity of your rolling stock and motive power, I would not again lay the matter before you but for the fact that the business PRESIDENT'S REPORT—Continued. of your road has reached proportions which have placed it far be-yond the capacity of } rour equipment to handle, and which de-mands that you take immediate and effective action to so equip and parti}' re-iron it as to enable it to meet the ever increasing- compe-tition, or make up your minds to give up the struggle and to turn a great portion of your earnings into the coffers of 3 rour connecting lines. Your Road has reached a crisis in its affairs which must, in some way, be met, or the cost of transacting its business will soon be increased to such an extent as to greatly impair its profits. By reference to the Master Machanic's Report, you will find that you have 14 Locomotives, one of which is virtually on the Scrap-pile, 7 First-class coaches. 2 Combination cars, 2 Mail and Express cars, 3 Express or Fish cars, 1 Parlor car, 3 Caboose cars, 50 Box cars, 68 Flat cars, 5 Gondola cars, 92 Log cars, 13 Shanty cars, 1 Shop car, All of which fall so far short of meeting your Road's demands that its use of foreign cars reaches a daily average of 70 to 75, which cost you during the year, over $8,000.00, and which, if the proposi-tion now being discussed by the Car Service Association, to double the per-diem, is carried into effect, will cost you during the coming year, not less than $20,000. Add that sum to the interest $19,500 which you have to pay on your bonded debt of $325,000.00 and you will have a charge of $39,500.00 or more than two per cent, on the entire capital of your Road, from those two items alone, in addition to your taxes insurance, &c. Your cars are so few in number, and many of them so slight in structure when compared to the more modern cars of your connecting lines, that it is not deemed expedient to permit them to leave your tracks, with the result that while your Road is compelled to pay a heavy car per-diem, it has not a single car, which by going upon other roads can earn it a penny by way of offset. And if, as has been intimated, the business of your connecting-lines should become such as to render it desirable for them to send their cars upon those roads only which are able to send theirs in exchange, you would awake to the fact that your Road did not pos-sess Rolling Stock enough to transact the business it is now doing two days in succession and would virtually come to a stand-still. PRESIDENT'S REPORT—Continued. Under the conditions existing- to-day, your Road tapped at every vital point, New Bern, Kinston, and Goldsboro by the Coast Line, and the Southern; without any Rail outlet, except such as they choose to give it, without sufficient equipment of its own to do its business, and dependent upon them for it, is absolutely at their inerc3', and but for their clever courtes}', (for they can tie it up in a week) it would be bankrupt in less than six months, and would have to suspend operations. The above are unpleasant facts, yet thejr are facts known to all who are in anywise familiar with the conditions governing the re-lations existing between your Road and its Rail Connections, and therefore I feel that it is imperative upon me, not only to lay them before you, but if 3 rou have an}' desire to save it from destruction and to put your property upon a paying basis, to urge you to properly equip it and not to keep it for years to come, as it has been doing for years past, living from hand to mouth. To meet the demands upon it, you need the following equipment to- wit: 2 18 inch Cylinder Locomotives, which will cost at this time $20,000.00 100 First-cless 60,000 lb. Box Cars 55,000.00 50 " " " Flat " 17,500.00 108 " 30,000 lb. Log Cars 24,300.00 4 " Passenger Coaches 20,000.00 1 Second-class " " 4,000.00 1 Combination " " 4,000.00 1 Mail and Express " " 4,000.00 2 Parlor Cars 12,000.00 Making a total for equipment $160,800.00 But this is not all. You have in 3'our track about 50 miles of light 45 lb. and 50 lb. iron which should be and soon will have to be replaced with 60 lb. rails. Since this light iron was laid conditions have changed. The heaviest engines then run, or in contemplation of being run over it weighed but 28 and 30 tons, and the greatest capacity of the cars that were expected to be pulled over it was but 40, COO lbs. and your highest speed 24 miles per hour, whereas at this time yeu are run-ning 50 to 70 ton engines at a speed of 40 to 60 miles an hour, and drawing heavy iron cars of 100.000 lbs. capacity at a speed of 25 to 40 miles per hour as circumstances of connection etc. may make necessary. This iron, as must be apparent to you all, is too light for the service which the trafic of to-day requires it to render, and is liable, under the too great strain to which it is daily subjected, to give way PRESIDENT'S REPORT—Continued. at any time and cause a destruction of both life and property that will cost your Road many thousands of dollars. To replace this iron with 60 lb. rails will require 4,700 tons, which at $35.00 per ton laid down on your track, will cost $164,500.00 Angle Bars and Bolts will cost about 32,200.00 Making- a total of $196,700.00 Deduct for 3,175 tons of old iron $20. per ton $63,500 And for old Angle Bars 3,00 per ton of rails 9,525 73,025. 00 And we have as the cost of new rail $123,675.00 Add to this, cost of Equipment 160,800.00 And we have a Total of $284,475.00 necessary to be expended in order to put your Road in proper con-dition to safely and economically meet the daily increasing demands that are being made upon it. I also feel th'at I should again call your attention to your bonded debt of $325,000, the annual interest upon which, at 6 per cent. amounts to $19,500 and to suggest, as it falls due in 1917, fourteen years hence, and as 3'our Company may not then care to pay it off, that an effort be made now to fund it or exchange for it, Bonds bearing 4 per cent, interest and running fifty years. If this arrangement can be made, your interest will be instead of $19,500 only 13,000 A reduction of $6,500 In order to equip and re-iron your Road, I think of no way but to issue 2nd. Mortgage 4 per cent. Bonds for the amount needed to-wit: $284,475.00 or $285,000 the interest on which would be $11,400, making your total interest $24,400, or $4,900 more than it now is and giving 3rou therefor, the use of $285,000 with which to put your road in order. It is possible that an arrangement might be made to issue the Bonds only as the money was required, and thereby save the interest except upon that portion of it in actual use. Having called your attention to the condition and needs of your property and the means which, in my opinion, are necessary to put it upon a paj'ing basis, it is for you to say what course you will adopt and what the future of your road shall be, whether it shall still endeavor to increase its revenues or call a halt to its prosperity. REPORT OF WORK PERFORMED IN SHOPS DURING THE YEAR ENDING JUNE 30th, 1903, WITH INVENTORY OF ROLLING STOCK. New Bern, N. C, June 30th, 1903. Hon. J. A. Bryan, Prest. A. & N. C. R. R. Co., Dear Sir:—The following- is a synopsis of work performed in the shops of this Company, during the year ending June 30th, 1903: Engines. General repairs have been made to six locomotives as follows: Nos. 8, 10, 12, 13, 17 and 18. No. 9 now in shops undergoing gen-eral repairs. New tires have been put on Nos. 8, 9 and 12. New smoke stacks have been put on Nos. 2, 9, 12, 13, 14, 15, 17, 18 and 19, and new boiler tubes put in Nos. 8, 9, 10, 13, 14, 17 and 19. No. 15 will soon need general repairs. Passenger Cars. We have rebuilt two of our old passenger cars, that have been used as Road Shanties, Nos. 5 and 8, and placed them back in reg-ular passenger service with the Nos. changed, the No. 8 to No. 16 and No. 5 to No. 25. We have also repaired and painted the following Passenger cars: Nos. 10, 15, 22, 23, 24 and 28 and built six sets of Standard passenger car trucks for coaches Nos. 10, 15, 16, 22, 25 and 28. Mail and Express Cars. Mail car No. 12 has been thoroughly repaired and postal room enlarged, with entire change of letter boxes and paper cases, so as to make car conform to U. S. requirements. Express car No. 19, thoroughly repaired during the year. We have rebuilt Express car No. 21. Freight Cars. Five Flat cars have been rebuilt and general repairs made to 13 Flats and 12 Box cars, besides heavy repairs made to 6 Foreign cars that were wrecked on our line. Log Cars. We have built 23 new Log cars and rebuilt 10 that were de-stroyed by fire. Caboose Cars. One Caboose car built and placed in service. Hand Cars. We have built 5 hand cars for Roadway and 1 for Atlantic Ho-tel. We have repaired 4 Lever cars and 1 Velocipede. MASTER MECHANIC'S REPORT—Continued. Trucks. We have built 3 Warehouse trucks and repaired 15. Shops and Machinery. We have completed during- the year a new brick engine and boiler room; have installed a new 100 H. P. Corliss engine, which is now driving the shops very satisfactory. We have also placed in shops a new Tenoning machine; a Mortising machine; a 750 pound Steam hammer and a 200 ton capacity, hydraulic wheel-press. All of these machines are now in daily service and add greatly to our shop facilities. We have built during the year, one Hoisting crane for Smith shop; 2 Air jacks for lifting wheels and rebuilt one of the old 12 in. Lathes, which is now doing good service; and three Stan-ard water tanks, 1 at Havelock, 1 at Core Creek and one for Stonj' Creek. The following changes have been made in Shop buildings: Two cross walls have been taken out and one division wall built, thereb}' extending the machine shop, and utilizing- the old Foundry room, as part of the Smith shop, which gives much more room in both places. We have .also built one brick building 12 x 20, to be used for water-closet as soon as completed. Miscellaneous Work. We have built 2 gates for Passenger station and made 28 File boxes for General Offices. We have also made and painted 2 ice chests, 4 baggage trucks and 305 brackets. And have painted 52 tables and 575 chairs; all of this for the Atlantic Hotel. MASTER MECHANIC'S REPORT—Continued. CONDITION OF ROLLING STOCK. Engines. Nos. 8, 10, 11, 12, 13, 14, 16, 17, 18 and 19 in good order. No. 9 in shops undergoing general repairs. No. 2 needs new fire-box and general repairs. No. 1 awaiting rebuilding. No. 15 needs general repairs. No. 16 will need repairs during the year. The Hoisting engine, now used for pile-driver has been thor-oughly overhauled and repaired and has had a new boiler put in. Passenger Cars. Nos. 4, 10, IS, 16, 17, 18, 22, 23, 24, 25, 26 and 28 in good condition. Nos. 11 and 27 need general repairs. No. 12, Mail, Baggage and Express, in good condition. No. 14, Mail, Baggage and Express, needs general repairs and change in Mail department. Nos. 19 and 20, Express cars, need new M. C. B. trucks. No. 21 in good condition. (Express car). Parlor Car "Vance", in serviceable condition. Caboose Cars. Nos. A, B and C, in good order and equipped with M. C. B. couplers. Box Cars. 15 Box cars, 60,000 capacity, in good order, equipped with M. The 49th Annual Meeting of the Stockholders of the At-lantic
and North Carolina Kail road Company is held at the
Company's Offices in New Bern, N. C, on the 4th Thursday in
September, 1903, it being the 24th day of said month.
The meeting is called to order by President James A.
Bryan, who requests Joseph E. Robinson to act as temporary
Chairman, and George Green, J. J. Royal, C. L. Stevens, and
such representatives of the Press as were present, as Secretaries.
The Proxy Committee, through its Chairman, Henry R.
Bryan, Jr., submit the following report, which is read by the
Secretary, and on motion adopted, to-wit:—

made permanent.
The Annual Report of President Bryan is read.
On motion of E. C. Duncan the reading of the Eeports of
the other Officers and the Finance Committee is dispensed with,
they having already been printed and distributed among the
stockholders.
J. W. Grainger, Esq., State Proxy, announces the appoint-ment
of the following Directors on the part of the State, to-wit:

The following Resolution is offered by Dempsey Wood, to-wit:
"Be it Resolved: That no additional bonded indebtedness be
created upon the Atlantic and North Carolina Railroad for any
purpose whatsoever."
C. E. Foy moves that the Resolution be tabled.
A stock vote is ordered, and the motion to table is lost by a
vote of 1056 to 272.
The Resolution, after being amended by the introducer to
read "mortgage''' instead of "bonded," is put upon its passage
and adopted by a stock vote of 705 to 632.
The following Resolution is offered by Dempsey Wood, to-wit:
"Be it Resolved: B3' the Private Stockholders in Annual Meeting-assembled,
that it is the sense of the Stockholders holding and con-troling
the Private Stock of the Atlantic and North Carolina Rail-road
Company, that it is to the best interest of the Road, the State
and the Private Stockholders, that said Road be leased."
"Be it further Resolved, That when this Meeting adjourn, it
adjourn to meet on Thursday, December 10th, 1903, at New Bern, to
further consider the above recommendations in conjunction with the
Representative of the State's interest in said Road."

J. W. Grainger, State Proxy, announces that inasmuch as
the Resolution is one which is exclusively directed to an expres-sion
of opinion by the Private Stockholders, he will retire pend-ing
discussion and action thereon, and accordingly retires from
the meeting.
The Resolution after some discussion is put upon its passage
and adopted by a Stock vote of 805 to 182.
J. W. Grainger, State Proxy, re-enters the meeting after the
announcement of the result of the vote on the Resolution by the
Chairman.
On motion of W. L. Arendell, the report of the President
is adopted.
On motion of C. E. Foy, the reports of the other officers of
the road and Finance Committee are adopted.
On motion of Geo. N. Ives, the meeting thereupon adjourns
to re-assemble on Thursday, December 10th, 1903, as provided
in the Resolution previously adopted.

PRESIDENT'S REPORT.
New Bern, N. C, Sept. 24, 1903.
To the Stockholders of the Atlantic & N. C. Railroad Co.:
Gentlemen:—We beg- to submit for your consideration, this the
Forty-ninth Annual Report of the condition of your Company for the
Fiscal Year ending June 30th, 1903.
During the year the various warehouses and other buildings
under construction at the time of your last meeting, have been com-pleted
and are in use.
In addition to the above, a new warehouse has been
erected at Riverdale at a cost of $1,114.62
Another at Core Creek at a cost of 1,920.03
And another is being built at Beston and is nearly ready
for occupancy, at a cost thus far of 1,500.97
A new water tank and engine house have been built at
Core Creek at a cost of 435. 83
Another at Havelock at a cost of 621. 70
And a foundation has been laid and a tank built and is
ready to be put up at Stony Creek at a cost of 557.57
Your Roadway, Bridges and Trestles have been kept in
good and safe condition, your Motive Power has been main-tained
at a high standard, and your Rolling Stock is in
fairly good order.
The Gross Earnings of your road have been $304,107.59
Its operating expenses have been $195,562. 13
Fixed Charges, Interest, Taxes, etc 32,716.29
Making a total of $228,278.42
Leaving your net Earnings June 30, 1903 $ 75,829.17
Which has been expended as follows:
Permanent Improvements $35,886.64
New Equipment, Machinery, etc., 7,437.81
Real Estate and Wood Land 6,508.30
Balance $25,996.42

For a statement more in detail, you. are respectfully referred to
the reports of the Auditor, Master Mechanic, Treasurer and Road
Master.
Having in former reports called your attention to the insuffi-ciency
in quantity of your rolling stock and motive power, I would
not again lay the matter before you but for the fact that the business

of your road has reached proportions which have placed it far be-yond
the capacity of }
rour equipment to handle, and which de-mands
that you take immediate and effective action to so equip and
parti}' re-iron it as to enable it to meet the ever increasing- compe-tition,
or make up your minds to give up the struggle and to turn
a great portion of your earnings into the coffers of 3
rour connecting
lines.
Your Road has reached a crisis in its affairs which must, in
some way, be met, or the cost of transacting its business will soon
be increased to such an extent as to greatly impair its profits. By
reference to the Master Machanic's Report, you will find that you
have
14 Locomotives, one of which is virtually on the Scrap-pile,
7 First-class coaches.
2 Combination cars,
2 Mail and Express cars,
3 Express or Fish cars,
1 Parlor car,
3 Caboose cars,
50 Box cars,
68 Flat cars,
5 Gondola cars,
92 Log cars,
13 Shanty cars,
1 Shop car,
All of which fall so far short of meeting your Road's demands that
its use of foreign cars reaches a daily average of 70 to 75, which
cost you during the year, over $8,000.00, and which, if the proposi-tion
now being discussed by the Car Service Association, to double
the per-diem, is carried into effect, will cost you during the coming
year, not less than $20,000. Add that sum to the interest $19,500
which you have to pay on your bonded debt of $325,000.00 and you
will have a charge of $39,500.00 or more than two per cent, on the
entire capital of your Road, from those two items alone, in addition
to your taxes insurance, &c.
Your cars are so few in number, and many of them so slight in
structure when compared to the more modern cars of your connecting
lines, that it is not deemed expedient to permit them to leave your
tracks, with the result that while your Road is compelled to pay a
heavy car per-diem, it has not a single car, which by going upon
other roads can earn it a penny by way of offset.
And if, as has been intimated, the business of your connecting-lines
should become such as to render it desirable for them to send
their cars upon those roads only which are able to send theirs in
exchange, you would awake to the fact that your Road did not pos-sess
Rolling Stock enough to transact the business it is now doing
two days in succession and would virtually come to a stand-still.

Under the conditions existing- to-day, your Road tapped at every
vital point, New Bern, Kinston, and Goldsboro by the Coast Line,
and the Southern; without any Rail outlet, except such as they
choose to give it, without sufficient equipment of its own to do its
business, and dependent upon them for it, is absolutely at their
inerc3', and but for their clever courtes}', (for they can tie it up in a
week) it would be bankrupt in less than six months, and would have
to suspend operations.
The above are unpleasant facts, yet thejr are facts known to all
who are in anywise familiar with the conditions governing the re-lations
existing between your Road and its Rail Connections, and
therefore I feel that it is imperative upon me, not only to lay them
before you, but if 3
rou have an}' desire to save it from destruction and
to put your property upon a paying basis, to urge you to properly
equip it and not to keep it for years to come, as it has been doing for
years past, living from hand to mouth.
To meet the demands upon it, you need the following equipment
to- wit:
2 18 inch Cylinder Locomotives, which will cost at
this time $20,000.00
100 First-cless 60,000 lb. Box Cars 55,000.00
50 " " " Flat " 17,500.00
108 " 30,000 lb. Log Cars 24,300.00
4 " Passenger Coaches 20,000.00
1 Second-class " " 4,000.00
1 Combination " " 4,000.00
1 Mail and Express " " 4,000.00
2 Parlor Cars 12,000.00
Making a total for equipment $160,800.00
But this is not all. You have in 3'our track about 50 miles of
light 45 lb. and 50 lb. iron which should be and soon will have to
be replaced with 60 lb. rails.
Since this light iron was laid conditions have changed. The
heaviest engines then run, or in contemplation of being run over it
weighed but 28 and 30 tons, and the greatest capacity of the cars
that were expected to be pulled over it was but 40, COO lbs. and your
highest speed 24 miles per hour, whereas at this time yeu are run-ning
50 to 70 ton engines at a speed of 40 to 60 miles an hour, and
drawing heavy iron cars of 100.000 lbs. capacity at a speed of 25 to
40 miles per hour as circumstances of connection etc. may make
necessary.
This iron, as must be apparent to you all, is too light for the
service which the trafic of to-day requires it to render, and is liable,
under the too great strain to which it is daily subjected, to give way

at any time and cause a destruction of both life and property that
will cost your Road many thousands of dollars.
To replace this iron with 60 lb. rails will require 4,700 tons,
which at $35.00 per ton laid down on your track,
will cost $164,500.00
Angle Bars and Bolts will cost about 32,200.00
Making- a total of $196,700.00
Deduct for 3,175 tons of old iron $20. per ton $63,500
And for old Angle Bars 3,00 per ton of rails 9,525 73,025. 00
And we have as the cost of new rail $123,675.00
Add to this, cost of Equipment 160,800.00
And we have a Total of $284,475.00
necessary to be expended in order to put your Road in proper con-dition
to safely and economically meet the daily increasing demands
that are being made upon it.
I also feel th'at I should again call your attention to your bonded
debt of $325,000, the annual interest upon which, at 6 per cent.
amounts to $19,500
and to suggest, as it falls due in 1917, fourteen years hence, and as
3'our Company may not then care to pay it off, that an effort be
made now to fund it or exchange for it, Bonds bearing 4 per cent,
interest and running fifty years. If this arrangement can be made,
your interest will be instead of $19,500
only 13,000
A reduction of $6,500
In order to equip and re-iron your Road, I think of no way but
to issue 2nd. Mortgage 4 per cent. Bonds for the amount needed to-wit:
$284,475.00 or $285,000 the interest on which would be $11,400,
making your total interest $24,400, or $4,900 more than it now is and
giving 3rou therefor, the use of $285,000 with which to put your road
in order.
It is possible that an arrangement might be made to issue the
Bonds only as the money was required, and thereby save the interest
except upon that portion of it in actual use.
Having called your attention to the condition and needs of your
property and the means which, in my opinion, are necessary to put
it upon a paj'ing basis, it is for you to say what course you will
adopt and what the future of your road shall be, whether it shall
still endeavor to increase its revenues or call a halt to its prosperity.
