Fowle, Governor and Commander-in-Chief': Sir—In compliance with law, I have the honor to sub-mit herewith my report for the }"ear ending December 31st, 1890. I am, very respectfully, Your obedient servant, JAMES D. GLENN, Adjutant General. ANNUAL REPORT OF THE Adjutant General. The North Carolina State Guard consisted at the close of the last year of twenty-eight companies of Infantry (white), one troop of Cavalry (white), and one company of Infantry (colored), numbering in the aggregate (including officers of the General Staff and Brigade and Regimental staffs) 1,505 officers and men. During the year two new companies have been mustered into the service — namely, Company F, Second Regiment, and Company F, Third Regiment—and one company, which was formerly Company A, Second Regi-ment, has been allowed to withdraw from the State Guard and resume its former status as an independent company, under a charter granted in 1819; thus making, at present time, twenty-nine companies of Infantry (white), one troop of Cavalry (white) and one company of Infantry (colored), with an aggregate of 1,478, including all officers and men. The regimental organizations of the Guard are the same as they were at the date of my last report, except that Major B. B. Goins, commanding First Battalion (colored), having tendered his resignation as Major of the battalion, it was accepted and the battalion formation disbanded. While there is an apparent, though small, diminution in the total strength of the Guard, its force and effective-ness is in nowise diminished, but, on the contrary, increased, as the loss in numbers has been caused by dropping from the rolls of the companies all members who were not strictly active, and I am sure that, upon a call from your Excel- 8 ANNUAL REPORT. lency, a greater per cent, of well-armed, equipped and dis-ciplined troops would respond than could have done so before since the formation of the State Guard. NEW COMPANIES. As stated before, two new companies have been mustered into the service during the year. A great many applica-tions have been received from persons in various parts of the State, but as the law only allows the appropriation to be paid to thirty companies, and there now being one over that number, it has been thought best not to give any more per-mission to organize, especially as there are no arms on hand with which to equip them. CORRESPONDENCE. The correspondence of this office has been quite as oner-ous as heretofore. All letters received are promptly and courteously answered, from those on the most important subjects to the most trivial, not excepting the one that wanted the loan of a U. S. Government gun with which to shoot turkeys and squirrels, under the promise to take good care of and return the same. The Secretary of State, Colonel W. L. Saunders, has very kindly sent me the Roster of North Carolina troops in the Confederate army, so I am enabled to give many old sol-diers information as to their commands, etc. UNIFORMS. Every company of the State Guard is now uniformed in the State Regulation Dress, a very handsome uniform of same color and pattern as worn in the U. S. Army, except that the coats are double-breasted, and all trousers have a white stripe. The line appearance made by the regiments ADJUTANT GENERAL. 9 at encampments, all in one uniform, was very marked and pleasing. The cloth for these uniforms was furnished by the State, but the men had to pay for having them made up themselves. They deserve great credit for doing this, as many already had serviceable uniforms bought entirely at their own expense. Company C, Second Regiment, deserves special credit, as this company had a new uniform lately bought, of a very handsome and costly design, made of the "historical gray" that had been for }-ears the uniform of this company, yet, at their own expense, at very short notice, they had the regulation dress made and wore it to encamp-ment. This company is particularly fortunate in having as its commander an officer whose example is well worthy of imitation by others, a gallant soldier who was ever at the post of duty during the four long years of civil war, when the very souls of men were tried ; now an officer of the State Guard who yields ready and cheerful obedience to the orders of his superiors, tho' some of them were but boys when he was manfully battling for his country's rights. Well may the young Colonel of the Second Regiment be proud of such a company and its commander. GENERAL CONDITION. Not only are all the companies in one uniform, but their equipments, with few exceptions, are in good serviceable condition; all but a few have the regulation overcoats, and they will be provided very soon. In arms, equipments, drill and discipline the North Caro-lina State Guard will compare favorably with any State in the Union. ENCAMPMENTS. In compliance with General Orders, No. 8, the encamp-ments of 1890 were regimental and not brigade, the First and Third Regiments going into camp on July 22d, con- ID ANNUAL REPORT. tinning till the "2 (.)th of July, and the Second and Fourth from the 5th to 12th of August inclusive. I am satisfied that all the good results either expected or wished for were realized in the regimental encampments; each Colonel was alone responsible for the drill and discip-line of his own regiment and the conduct of his own camp; feeling this responsibility, each gave all details his personal attention; the officers and men, seeing the zeal manifested by their commanding officers, became more interested them-selves and endeavored in every way possible to aid and assist them in having all orders obeyed to the letter, and I feel sure more real good was accomplished by the encampments of 1890 than has ever been attained at any previous one in this State. Having been ordered upon special duty under Section 18, General Orders, No. 8, I repaired to Wrightsville a day pre-vious to each encampment, had the troops report to me by telegraph on their departure from home and in person on arrival at camp, and exercised a general supervision of each camp and the conduct of the same during both encamp-ments, as directed by said order. Upon their arrival at camp I immediately directed regi-mental commanders to take charge of their own commands, and notified them that rules prescribed in General Orders must be strictly carried out. I am happy to say I found no occasion to criticise the conduct of any camp, and every courtesy was extended me by all officers and men. The attendance was not so good as heretofore, several companies appearing with very thin ranks; this was especially notice-able at the first encampment, and one company, Company E, First Regiment, was not represented at all. I find it is becoming quite a drain upon the men to have to feed themselves and bear all their expenses except trans-portation, and after attending one or two encampments the novelty is worn off and many attend simply from a strict ADJUTANT GEXhRAL 11 sense of duty and not from any pleasure they expect to derive at camp. Knowing these facts I endeavored in every way possible to allow the men as much time as was practicable in which they could have the liberty of enjoying themselves as they thought best, not to conflict in any way with the hours of drill and other duties, and whether on or off duty, in or out of camp, they were to deport themselves as was becoming members of the State Guard. In order that each regiment might be governed by the same rules and have same hours of service and roll-calls, I issued, with your approval, General Orders, No. 12. This order was compiled in the main from those issued by Adju-tant Generals of other States, and was intended as a guide, so that I could see how the provisions of it were carried out by regimental commanders. This order met the hearty approval of all officers, except a few who saw fit to criticise Section 10 very severely, one officer going so far as to say if the men were allowed to go out of camp as provided in that section it would break up all discipline; not wishing to do this, and at same time being unwilling to subject volunteer soldiers to more severe discipline than is enforced in the United States Army, I addressed the following letter to the acting Adjutant General of the United States Army : North Carolina, Adjutant General's Department, Greensboro, July 14th, 1890. General Chauncey McKeever, Acting Adjutant General United States Army : Dear Sir— Will you be so kind as to answer this question for me: In camp, in time of peace, where the men are assembled simply for instructions, is it usual to require men, when off duty, between reveille and tattoo, to obtain permission when they go out of camp? See Sec-tion 10 of General Orders No. 12. Your prompt answer to this will greatlv oblige. Yours truly, JAMES D. GLENN, Adjutant General North Carolina. 12 ANNUAL REPORT. I received the following in reply: War Department. Adjutant General's Office. Washington. July 15th, 1890. General James D. Glenn. Adjutant General of North Carolina, Greensboro, N. C. : Sir — In reply to your letter of the 14r.h instant, in which you invite attention to Paragraph 10 of General Orders, No. 12, from your office, and ask whether it is usual to require men, when off dut\ . between reveille and tattoo, to obtain permission to leave camp. I beg to say that men are, as a rule, permitted to leave camp when off duty, but are required to be present at all stated calls. Paragraph 10 of your Older fully meets all requirements and accords with the custom of the service in such cases. Very truly yours. C. McKEEVER, Acting Adjut'tnt General. Showing that even "considering the license, which under orders the men had a right to avail themselves of," they did not have as much liberty as the hired soldiers of the Gov-ernment, DISCIPLINE. I must say (other officers to the contrary notwithstanding) that I think the discipline of the State Guard all that could be desired or expected under the circumstances. Composed of young men the very flower of the State, bold and chival-rous by nature, unused to restraint, courteous to all but expecting the same courtesy in return, knowing nothing of military regulations before entering the service of the State, a member of the Guard attends his first encampment, and for the first time since boyhood finds he is not his own mas-ter, that his will and pleasure must give way to the will and pleasure of others; and yet I am glad to say I have seen few instances in which a ready and cheerful obedience was not rendered, and further, when there was a breach of discipline ADJUTANT GENERAL. 13 and punishment was inflicted, it was borne with the proper spirit and the acknowledgement that it was merited. I have seen the members of our State Guard thrown with, those of other States, in places far from home, and when the temptations were extraordinary, such as at Yorktown in 1881, Washington City in 1885-'87, New York in 1889 and Richmond in 181)0; and though these trips were taken purely for pleasure the men yielded the utmost obedience to their superiors, and in no instance was any act committed that could bring reproach upon the men or the State. What the discipline of other States may be at their annual encampments I am not prepared to say, but when I have met the soldiers of other States on public occasions I must say I have seen none under such control as those of our own. REVIEWS. Both camps were inspected and reviewed by your Excel-lency, and I am sure you had every reason to be proud of the appearance and bearing of the officers and men on both occasions. While I think comparisons are odious, and cer-tainly in their drills, dress parades and guard-mounts the regiments were very nearly equal, yet I must say that never before since my long connection with the Guard have I seen a regiment march out of camp with the splendid order, appearance and numbers as did the Second Regiment on the morning of the 12th of August. Out of a total of two hundred and fifty-eight men on first day the morning report of the last day showed two hundred and forty-two; the smallest in numbers it had by far the largest number of men in camp. While every credit must be given this regi-ment for the splendid showing made at encampment, it must be remembered that the other regiments, in response to an appeal from your Excellency, sent eighteen companies (including Company C, Second Regiment) to represent the State at the unveiling of the Lee Monument in Richmond 14 ANNUAL REPORT. only a short time before, and as these men had borne ail their own expenses, including transportation, it was impos-sible for many of them to bear the expenses of both trips. As long as the State does not appropriate a sum sufficient to meet all the expenses of encampments, I will nut recom-mend that a company be disbanded for non-attendance, but I most respectfully recommend that hereafter attendance at the annual encampment be made a pre-requisite to a com-pany's receiving the annual appropriation. I also respect-fully recommend that no one be allowed to attend who can-not remain the full time, and that company commanders be held responsible if they knowingly permit this, and that leave to return home be only granted in case of urgent necessity. PUTUR E ENCAMPMENTS. After seeing the good results accomplished this year I most respectfully renew my former recommendations regard-ing regimental encampments. As the companies are isolated, being located in different towns in all parts of the State, it is impossible to assemble them into regiments, except at annual encampments, and the time being short, it is important that Regimental Commanders be given every facility for training and instructing their men ; this they cannot do at brigade encampments, as so much valuable time is lost in useless ceremonies, and besides not being responsible for the con-duct of the camp they do not give the time and attention they otherwise would. Your Excellency having invited the First Regiment Virginia Volunteers to hold their encamp-ment for 1891 in this State, at same time and place as our regiments, I respectfully recommend that all the regiments of the State Guard be ordered in camp at one time, but that each Colonel be entirely responsible for the conduct of his own camp, and that the officers of the General Staff be ordered upon special duty, as was done in 1890. By having only two regiments in cam}) at one time it is impossible to ADJUTANT GENERAL. 15 fairly compare those absent with those present, and one is too apt to think " the last the best ; " while if all are together, though each entirely to itself, a supervising officer can readily compare them with equal justice, and then I believe it will stimulate a generous rivalry that will be beneficial to all. I am sure the trouble experienced by the Sea-Coast Railroad in 1888 in transporting the men will be obviated, as their facilities for doing so are very much increased. WORLD'S COLUMBIAN EXPOSITION. It is the desire of the Committee on Ceremonies of the World's Columbian Commission to have a grand encamp-ment of the United States Army and National Guard at Chicago, in October, 1S92, a programme has been arranged, and the camp is to be under the command of a Major Gen-eral of the United States Army. An encampment of this kind in conjunction with the troops of all other States would be of invaluable service to the officers and men of our State Guard, and at same time afford them an opportunity of seeing a part of our great country that they might otherwise not have, and though the time is almost two years hence, it will be well to begin to take steps in the matter if we wish to have our State well represented on that occasion. I have reason to hope that some money may be appropriated by the Commission to enable the troops to bear their expenses. I am assured the men can be fed as cheaply there as in any other part of the country, and if the appropriation allowed for annual encampments can be in any way supplemented, I respectfully recommend that the encampment of the North Carolina State Guard for the year 1802 be held at the World's Columbian Exposition, in the city of Chicago. 16 ANNUAL REPORT. COLORED ENCAMPMNKT. The Charlotte Light Infantry (un-attached) was ordered in camp at Raleigh, N. C, on October 20th, for a period of five days. Colonel Olds, our very efficient Quartermaster General, procured the old military barracks for their quarters, and everything was done for their comfort. I visited the command one day and found everything in good order. The drill and discipline were good, and as every member of the company attended the encampment it speaks well for their effi-ciency. There was no disorder or breach of discipline what-ever, and both officers and men, by their good conduct and soldierly bearing justly won the esteem of the good citizens of our capital city. RIFLE PRACTICE. I have been very anxious to see a marked improvement among the men as to rifle practice, and have done all in my power to that end, and while I cannot say any great improve-ment has so far been made, yet all plans and arrangements are so perfected I am sure there will be. With your permission I wrote to the War Department and asked for the detail of that distinguished soldier Col. S. E. Blunt, of the United States Army, who has more than a national reputation as the author of RiHe Firings, the stand-ard authority in the United States Army, to be detailed to attend our encampments and give our troops practical instructions in rifle practice. The Secretary of War having ordered the detail, Colonel Blunt very kindly drew General Orders, No. 10, C. S., which in itself contained all necessary details for the men to be instructed in before reaching camp. I!c also wrote to Colonel Olds, giving full instructions as to range, targets, etc. Colonel Olds had range prepared, and ordered targets, but by no fault of his they wore not received till after the first encampment, and as Colonel Blunt was called ADJUTANT GENERAL. 17 home before the second encampment he could not instruct the troops as desired, though he gave a very entertaining and instructive lecture to the officers of the First and Third Regiments. Your Excellency has made a most fortunate selection in appointing Colonel B. Cameron to be Inspector General of Small-Arms Practice, as he is well informed as to his duties, having received particular instructions from Colonel Blunt, besides being a graduate of the Virginia Military Institute (the best military school in the South), and having long been an officer of the Guard, he is well and favorably known by both officers and men. I feel confident, under his direc-tion, the standard of marksmanship will be raised very high indeed, and more interest manifested than has ever been known before. ScA-COAST battery. The United States Government having erected a battery consisting of two heavy guns and four mortars, on the ground donated for a permanent encampment, I wrote to the Secretary of War asking for a detail of United States soldiers to handle the guns and give practical instructions to our troops. A detail consisting of nine enlisted men, under command of Sergeant J. Helcher, was sent from Fort Monroe, and arrived a day before first encampment and remained till after the second. As the powder, shells, etc., for the use of the battery did not arrive in time for the first encampment, the troops of the First and Third Regiments could not receive the same practical instructions that were given at the second encampment, but both regiments were marched to battery and the men shown the use of the guns. AID TO CIVIL POWER. The great value of the military as an aid to the civil authorities was again illustrated last February at Rocky 18 ANNUAL REPORT Mount, a "very flourishing town on the Wilmington and Weldon Railroad. There was a determined effort to burn the whole town, and I have been reliably informed by citi-zens of the place that had it not been for the military company located there, the incendiaries would have accomplished their purpose. Captain Thorpe (who is the youngest Cap-tain in point of age in the State) and his company deserve great credit for the manner in which they acted, for, by their zeal and vigilance, bloodshed was prevented, and property, to the value of thousands of dollars, saved to the citizens of the State. ANNUAL APPROPRIATION. Every company in the State Guard that complies with all the requirements of the laws and regulations governing the active militia is entitled to receive the sum of $250 per annum to pay armory rents, etc., provided the number of companies receiving the appropriation does not exceed thirty. General Orders, No. 38, series of 1888, issued by m}^ pre-decessor and which is still in force, provides that to entitle a company to receive the annual appropriation it must parade seventy-five per cent, of its muster-roll at the annual inspec-tion of the Inspector General, and seventy-five per cent, of the minimum number allowed a company (that is, twenty-four men) at its monthly parades There are thirty-one companies in the Guard, all of which were recommended for the annual appropriation by the Inspector General, except Company F, Fourth Regiment. This company, hav-ing also failed to parade twenty- four men during the month of September, was debarred the annual appropriation for the year, and the amount was paid to Company F, Third Regi-ment, that had complied with all requirements. At time of September parade Company F, Fourth Regi-ment, had only thirty-three men on its muster-roll, but still having failed in both particulars to observe the requirements ADJUTANT GENERAL. 19 of General Orders, No. 3, the appropriation could not law-fully be paid to that company. As it cannot be fair to require a company with a small muster-roll to parade as many men once a month as a com-pany with a muster-roll twice as large, I respectfully recom-mend that hereafter, to entitle a company to receive the annual appropriation, that besides having to parade seventy-five per cent, of its muster-roll at the annual inspection, it must also parade sixty per cent, of its muster-roll at the monthly parades and at the annual encampment. I am sure this will do equal justice to all, and insure a much bet-ter attendance at annual encampments. STATE GUARD ASSOCIATION. I hope at our next encampment that the officers of the State Guard will form an association, to be a part of the National Guard Association of the United States. Many of the States have associations, and they have been of incal-culable benefit in many ways ; not only by bringing the needs of the service to commanding officers, but the officers are thrown into closer relationship with each other, there is a full and free discussion of all matters affecting the service, and a concert of action attained that cannot be without organization. There should be an executive committee composed of live, active men, whose duty it should be to bring all matters of importance before the Association, and make such recommendations as they may think proper. CONCLUSION. Before concluding this report I must express to you, our Commander-in-Chief, my sincere appreciation of the kind-ness and consideration received at your hands My thanks are also due to the officers of the Guard for the kindness and courtesy shown me on all occasions. My inter- 20 ANNUAL REPORT course with them has been of the most pleasant nature, and with few exceptions I have received their most hearty co-operation and support in my efforts to advance the interests of the service and promote the efficiency of our organization. To the officers of my personal staff I am under many obli-gations for their kind attention and for valuable assistance rendered, and I must again thank your most efficient Private Secretary for the many courtesies extended me by him. State of North Carolina, Inspector General's Department, Raleigh, December 8th, 1890. General James D. Glenn, Adjutant General of North Carolina : Sir —I have the honor to submit herewith the official report of this department for the year 1800, together with copies of all special orders received relative thereto. Orders from General Headquarters, directing the annual inspection of the State Guard, were issued March 27th, and due notice having been given to the troops, the work of inspection began April 9th with Company G, Second Regi-ment, and concluded November 24th with Company E, Fourth Regiment. The official Roster of the State Guard at the beginning of the present year showed a list of thirty (30) companies, who were respectively lettered and assigned as follows, viz : First Regiment, Companies A, B, C, D, E, F, G. Second Regiment, Companies A, B, C, D, E, F. Third Regiment, Companies A, B, C, D, E, F, I. Fourth Regiment, Companies A, B, C, I), E, F, G, K. One (1) Company of Cavalry, unattached. One (1) Company of Infantry (colored) unattached. In addition to the above, during present year two (2) com-panies of Infantry (the Wilson Light Infantry and Burling-ton Light Infantry) were accepted, equipped and assigned, respectively, to the Second and Third Regiments as Com-panies G and F, and one (1) company of the Second Regi-ment (the Fayetteville Independent Light Infantry) was per-mitted to resume its former position as an independent company, ami accordingly dropped from the rolls. ADJUTANT GENERAL. 99 At the annual inspections all of the companies, with vary-ing degrees of excellence and proficiency, were found to come within the requirements prescribed by law and regu-lations, with the exception of Companies B and F of the Fourth Regiment, whose condition was described in special and circumstantial reports made at the time. As full and complete reports of each inspection were made to General Headquarters and are now matters of official record, further reference to them is deemed unnecessary. Owing to the increased facilities realized by the enlarge-ment of the annual appropriation by the general govern-ment, the troops are better and more uniformly equipped now than ever before, the entire force being now supplied with the State Regulation uniform. While the clothing itself, as now furnished under the new contracts, is not only cheaper, but of far better material, better made and more satisfactorv in everv respect. The armament of some of the companies is still defective, owing to the unserviceable condition of many of their guns, and the camp equipment of several is as yet incomplete, but in regard to these matters I can add nothing to the spe-cial reports previously made. In matters of drill, discipline and general efficiency, no change worthy of mention has been noted. In accordance with the recommendations embodied in the Adjutant General's report last year, the Commander-in-Chief decided to dispense with the brigade formation this sum-mer and encamp the troops by regiments, and the former camping grounds at Wrightsville Sound having again been kindly placed at the State's disposal, the First and Third Regiments were ordered to report at that point on the even-ing of July 22d for duty in camp of instruction, agreeably to the terms of G. 0., No. 8, C. S. On the evening of the 20th July I reported at Camp Lati-mer for duty, and on the following day, assisted by Captain Benehan Cameron of my Stall', made a careful inspection of the camp preparatory to the arrival of the troops—the results of this inspection being embodied in a special report made to headquarters. On the afternoon of the 22d the First and Third Regi-ments, respectively commanded by Colonels Gotten and Gray. reported for duty—the First Regiment minus its Adjutant and Band, also companies ('and F; the Third Regiment ADJUTANT GENERAL. 103 minus Company B. Company E, Fourth Regiment, was in camp by special permission, temporarily attached to the First Regiment. The aggregate strength of the two regiments present for duty was about 40S, officers and men. Work was commenced immediately upon the arrival of the troops. Guard and sentry duty were regularly performed, both day and night, and the troops exercised in battalion drill daily, both officers and men showing considerable improvement. The camp was regularly inspected every morning and found to be clean and well policed. On the morning of the 26th July the camp was visited by his Excellency the Governor, who was received with cus-tomary honors, followed by a review of the troops, who looked and marched well, alignments being good, distances well preserved, and salutes properly rendered. On Sunday, July 27th, assisted by Captain B. Cameron, Assistant Inspector General, I inspected both regiments. Movements were promptly and properly executed, and cloth-ing, arms and accoutrements found to be clean and service-able. It was fully intended that rifle target practice and battery drill should form part of each day's exercise, and for that purpose the Honorable Secretary of War detailed Captain Stanhope E. Blunt, a distinguished officer of the Ordnance Department, and recognized as high authority in all matters pertaining to rifle practice, for the purpose of giving the troops necessary instruction ; while a detachment of artillerists, under command of an experienced non-commissioned officer, was sent from Fortress Monroe for the purpose of aiding and instructing the troops in heavy gun drill. Owing to some accident or delay, however, the targets for rifle practice failed to arrive before the time allowed Captain Blunt had expired, so that the Guard were deprived of the excellent opportunity which had been presented. Before leaving, however, Cap-tain Blunt kindly delivered a very entertaining and instruc- 104 ANNUAL REPORT five lecture on the subject of rifle practice, which was highly appreciated by all. There was no reason, however, that lam aware of, why the programme relating to the battery drill was not carried out. The instructors, troops, guns, all were present, and why they were not fully utilized I was never able to ascer-tain, and can form no reasonable conjecture. Contrary to terms of Section 12, General Orders, No. 8, C. S., a number of men and several companies of the First and Third Regiments left camp and returned home before the close of the encampment. This should not have been per-mitted, and in future, individuals and companies who can-not remain and perform their full tour of duty .should not be allowed to come to camp. On the 29th July the First and Third Regiments, having completed their tour of duty, broke camp and returned home, and Ave re succeeded by the Second and Fourth Regiments, commanded respectively by Colonel Jones and Major Young, Avho marched in on the evening of the 5th of August with a combined force of about 490, officers and men, including troop of cavalry (Scotland Neck Mounted Riflemen', who were dismounted and temporarily attached to the Second Regiment. The routine of duties followed by their predecessors was promptly taken up by these regiments, with the addition, however, of considerable and useful rifle practice (which the arrival of the targets now permitted), and a fair amount of heavy gun drill, in both of which necessary and useful branches of instruction, officers and men alike evinced much interest and displayed considerable progress. On the 8th of August the Governor and Commander-in- Chief again visited and inspected the camp and reviewed the troops. In the latter ceremony the "march past" was in very good shape, especially so in the Second Regiment, where distances were well preserved, alignments -nod, and salutes promptly and properly rendered. In the Fourth Regiment ADJUTANT GENERAL. 105 the companies, as a rule, were not so steady, and the officers of companies C and F failed to salute properly. On Sunday, the 9th, assisted by Captain A. L. Smith, Assistant Inspector General, I inspected both regiments, find-ing everything in very fair and satisfactory condition, with exception of the arms and accoutrements of company B, Second Regiment, which, although clean and well kept, were found to be old, worn out, and mainly unserviceable. Com-pany C, Fourth Regiment, was also in bad shape—uniforms being old and badly worn, while the full-dress of the officers was incomplete, " straps " being worn instead of the " shoul-der knot." The commanding officers of the Second and Fourth Regi-ments deserve much credit for the manner in which they kept their men in hand. They permitted no companies to leave before the expiration of their tour of duty, and at its close, on the 12th of August, broke camp and marched out in good order and with full ranks. The results of the encampment this year were much more satisfactory than the last. There were fewer men present, it is true, and while even better results could doubtless have been accomplished, by a stricter and more careful observ-ance of the schedule of duties, hours, etc., prescribed, yet in the main it was a decided improvement, In "guard-mounting," there were fewer errors charged against the Second Regiment than any other, but there was no improvement shown by any. Guard and sentry duty, while regularly performed, not as efficient as it might have been, owing to lack of proper instruction. The camp was cleaner, however, and better policed than ever before. And considering the license, which, under orders, the men had a right to avail themselves of, and the free and unlim-ited opportunities offered, the general good order and sobri-ety manifested, speaks most highly for the. morale of the service. L06 ANNUAL REPORT. The health of the camp was excellent, the hospital records showing a " sick list " of less than one per cent, of the num-ber present. The troops, as usual, were furnished transportation, quar-ters, fuel, lights, ice and medical attention, hut as the State furnishes no rations, subsisted themselves at an average cost of about thirty-five cents per diem. No accident of any description was reported, either while in camp or en route, which speaks well for the careful super-vision exercised. The standard of discipline in the Guard, I regret to say, is far from what it should be, and shows no improvement. The remedy is apparent and needs no suggestion, only appli-cation. The great trouble in the Guard arises from the inattention and indifference shown by company officers to the regula-tions governing the service, and this trouble will always exist as long as the present system of electing these officers annually continues. There being but little inducement for them to study and improve themselves, when they know that in all probability, and ofttimes for no cause whatever (except that somebody else wants the place), at end of year the enlisted among the company will elect others in their stead. The only remedy that suggests itself for tins evil is to allow companies to select and elect their officers when first organ-ized. Then, after twelve months' service, require the officers to be examined by a "Board," consisting of the regimental commander and an officer of the general staff, and if found competent to be continued in office by the State for two years longer; if, however, found incompetent to be immediately dropped, and the company ordered to elect their successors. A plan of this kind, while amply securing to companies the right of electing their own officers, would prevent the wholesale dropping of officers at a time when some of them are just beginning to lie useful: would give the officers more resped lor themselves and their position in ADJUTANT GENEEAL. 107 the service ; and as their standing and retention in the ser-vice would depend entirely upon themselves, would make study imperative; at same time it would tend to make the companies themselves more careful in their selections. * * * * * * * The result of my observations and experience during the past year has satisfied me that the adoption of some of the suggestions embodied in former reports is still highly desir-able. As they are matters of official record, however, their repetition is unnecessary. The duties devolving upon the officers of this department during past year have been carefully and faithfully per-formed, and to the officers who were on duty with me at (/amp Latimer, Captains A. L. Smith and Benehan Cameron, A. I. G., my thanks are due for their always prompt, ready and efficient aid and co-operation. As regards equipment, armament, condition for service, etc., the status of the State Guard is substantially the same that it was twelve months ago. As time goes on it becomes more and more apparent that the maintenance of a well armed and equipped State Guard is an absolute necessity in every State, and it is to be hoped that Xorth Carolina will never cease to foster with just pride and affection her State Guard, whose record has ever been one of honor and usefulness. Camp Latimer, 5 r. m., July 22d, 1890. General James D. Glenn, Adjutant General North Carolina: Sir—I have the honor to report that, in compliance with instructions contained in Section XVI, General Orders, No. 8, C. S., I have this day inspected the (.-amps of the First and Third Regiments, with the following results: The camp of the First Regiment is in excellent condition— the company streets being clean, tents well pitched, and grounds clean and in good order. Captain Riddle, Reg-imental Quartermaster, with the details from his regiment, by most attentive and intelligent work, has succeeded in getting his camp in excellent and satisfactory shape In the camp of the Third Regiment matters are not so satisfactory. Captain Gilmer, the Regimental Quartermas-ter, an active and energetic young officer, did all that was in his power, but was badly handicapped for want of proper and sufficient force, for instead of sixteen men (the quota which his regiment should have furnished, in accordance with Section N\T , General Orders, No. 8), he had only six men, two (2) of whom did not report until today, a force entirely inadequate for the work in charge. By hard and persistent effort, however, he has succeeded in getting all of his tents up, and the company grounds are fairly policed, but not nearly so well as they should be, or would have been, had the officer in question been properly supported. The want of attention paid to General Orders, No. S, in rela-tion to this matter, should be looked into, and censure applied where it properly belongs. ADJUTANT GENERAL. 100 The general hospital is roomy, clean, and well arranged and ventilated, with proper appliances, medicines, etc. The sinks I cannot approve of, and would respectfully suggest that the recommendations of the Surgeon General on the subject be adopted and acted upon without delay. Complete arrangements appear to have been made by Colonel Olds, Quartermaster General, for full supply of good water for drinking and cooking purposes; while a large and commodious bath-house has been erected, affording excellent and safe bathing facilities. Ample supplies of straw, fuel, lights, ice, etc., for the use of the troops, has been provided, and in all reasonable respects, the interests of the State, and comfort and welfare of the troops, appear to have received due and proper con-sideration. Glenn, Adjutant General of North Carolina, Greensboro, N. C. : Sir— Enclosed I have the honor to transmit official reports of annual inspection of Companies A and C, Fourth Regiment, N. C. S. G. I have also to report that on the morning of the 3d instant orders were issued and mailed, directing Company F, Fourth Regiment, to parade for annual inspection, "in accordance with the terms of General Orders, No. 09, 0. S., and Section 2, General Orders, No. 3, series of 1888," on the 6th instant at 8:30 o'clock p. m. I was in Asheville the whole of Monday, the 6th, but saw-nothing of the company or its officers. Early on Tuesday morning the Captain called and stated that he had been absent for several days, but had returned the evening before. Finding upon inquiry that all of his company resided in town, I stated to him that I would give them another chance, and to parade the company for inspection at 8 : 30 o'clock same evening at armory, which would give them ample time. At time appointed ho wrote me a note informing me that he was unable to muster a sufficient number for inspection. As I had already given the command due notice, and an additional chance, with ample time, I did not consider that I was called upon to waste any more time upon a command evidently so illy prepared, or unwilling, to meet the reason- ADJUTANT GENERAL. Ill able requirements of our military law and regulations, so proceeded without further delay to visit and inspect other posts. Ill* ANNUAL REPORT. ANNUAL REPORT OF QUARTERMASTER GENERAL AND CHIEF OF ORDNANCE. Stalk of North Carolina, Office Quartermaster General and Chief of Ordnance, Raleigh, December 1, 1890. Brigadier General James D. Glenn, Adjutant General State of North Carolina: Sir — I have the honor to submit the following report for these departments, the Quartermaster's and Ordnance, for the fiscal year just ended. ISSUES OF CLOTHING. The heaviest work of the year was the issue of clothing. In 1888 dress uniforms were issued to four companies; in 1889 to fifteen companies, and during the past year to six companies. The other six companies (there being thirty-one in all) were already in possession of the regulation dress in condition for use another year. Dress uniforms were also issued the bands of the Third and Fourth Regiments. It was decided to issue blouses to all the force. Accord-ingly fine quality flannel was requisitioned for and issued to officers, while blouses, made up, were sent direct to the troops from the Philadelphia depot of the Quartermaster's Department. There were issued of these neat, well-made and very serviceable blouses for enlisted men, 1,254. A marked reduction in the price of making uniforms for both officers and enlisted men was secured. The IVttib ne Manufacturing Company, of Cincinnati, Ohio, agreed to make up the clothing at the following rates: Officers' dress coats, $5; trousers, Xl , blouses, $2.25; enlisted men's dress coats, $2.40; trousers, $1. The same firm also agreed to ADJUTANT GENERAL. 113 make up overcoats for officers at $10 each. Material for the manufacture of fifty-eight of the latter was placed in the hands of the firm. The quality of the work done on the clothing made up was admirable and gave great satisfaction. THE ISSUE OF BLOUSES. The following circular was issued : State of North Carolina, Quartermaster General's Department, Raleigh, March 5, 1890. Circular No. 7. You are hereby informed that the State of North Carolina will issue the entire State Guard blouses, made up, of the quality and pattern worn by the regular army. Requisitions for these should at once be made upon blank No. 3, enclosed. You are directed to have every enlisted man in your command meas-ured therefor, and fill in the blank with the sizes needed, returning it at once to this department. To each Com-pany chevrons will be issued as follows: One First Sergeant's, four Sergeants' and four Corporals'. Blouses are made up in six sizes. In length they should reach one-third the distance from the hip-joint to the bend of the knee. The measurements upon which these sizes are based are as follows: 114 ANNUAL REPORT. For officers' blouses flannel of the quality worn by officers of the regular army will be issued, the allowance being 1| yards for each offi-cer, the cost of making up to be borne by the officer. This clothing is Government property, and is to be strictly cared for as such. Olds, Quartermaster General : Sir— I respectfully request that you will issue Company , Regiment, material for blouses for commissioned officers, and blouses complete for ... enlisted men, with the allowance of chevrons. I certify that the men here reported have been duly enlisted, and are completely armed and equipped as required by law. Sizes of Blouses Required: No. 1. No. 2. Xo. 3. No. 4. No. 5. No. 6. Very respectfully, Commanding. PLANS FOR 1891. It was found impossible during the past year to issue blankets, and also to furnish overcoats to several companies, as the quota ($10,334, allowed annually by the United States Government) was exhausted. During the present twelve-month all the Guard will be provided with blankets, while leggings and white, or summer, helmets will also be issued to the entire force. Cleaning materials and tools for reload-ing ammunition will also be issued to each company. Dress ADJUTANT GENERAL. 115 uniforms will be issued to a few companies, and blouses to one company, thus making the equipment by the Govern-ment complete. All trousers for enlisted men will, in future, be issued made up. This will thus reduce the cost of full dress and fatigue uniform to only $2.40 for each enlisted man, that being the contract price for the make-up of the dress coat, as above stated. ORDNANCE DEPARTMENT. During the year there was furnished by the United States Ordnance Department complete equipments for the battery of two ten-inch Rodman guns, and four ten-inch mortars, at the permanent camp at Wrightsville. These are all stored in the magazine there. A small supply of ammunition for the battery was also issued. There were supplied by the Government the necessary equipments for the new rifle-range at the permanent camp. A large supply of ammunition for rifle practice at this range, and also for the usual issue to the troops, was also furnished. The new companies at Wilson (F, Second Regiment) and at Burlington (F, Third Regiment), as well as the bands of the Third and Fourth Regiments, were provided with field equipments. The entire force is now completely equipped in this particular. THE PERMANENT ENCAMPMENT. By direction of His Excellency Governor Fowle, I went to Wrightsville July 7, to prepare the rifle-range at the per-manent camp, superintend other work there, and also to pre-pare Camp Latimer for the reception of the troops. The citizens of Wilmington having presented the encamp-ment grounds to the State Guard through the Governor, and placed in bank at Wilmington $2,500 as a fund for the improvement of the property; upon the Quartermaster 116 ANNUAL REPORT. General and Chief of Ordnance devolved the duty of plan-ning and carrying out these improvements. The rifle-range was built for three targets, and later was arranged for four. The bullet-stop, or embankment in rear of the targets, is ninety feet in length and twelve feet in height, is built of sand and is turfed. The range is up to GOO yards, and is the best in the South. The Sound face of the grounds was cleared of under-growth, the main parade also cleared, and a contract made for the grading. The contractor, Mr. A. P. Holland, of Goldsboro, did the work admirably and the once uneven ground is now nearly level, the gentle roll not interfering with the requirements for the proper manoeuvring of troops. The contract price of the grading was five hundred dollars. A contract was made with Parsley & Wiggins, of Wilming-ton, for the construction of four pavilions, each 50 x 100 feet in size. These will be used as mess-halls and as places of assembly, and also for shelter, each accommodating a regi-ment. Contracts are also made for the planting or setting of grass on the forty acres of parade ground, and for a wire fence around all that portion of the encampment as well as the rifle-range, etc., and for two hundred mulberry trees for shade in the camp. An avenue has been cleared from the main parade to spacious and level grounds in the rear, the latter of which will be used for skirmishing and cavalry manoeuvres. Other contracts have been made for bath-houses and kitchens. The camp will be in readiness for occupancy by May 1st, 1891. The cost of these improve-ments is in nil about $3,250. The entire area of the grounds is one hundred and one acres, and the site is one of the most superb on the entire coast of North Carolina, having a front of one thousand six hundred feet on the Sound, directly in front of Wrightsville inlet, and over thirty feet above high-water mark. The propriety and need of a special appropriation for the further improvement, as well as the preservation, of this ADJUTANT GFNERAL. 117 valuable property is too plain to need more than a passing mention. The State should meet the public-spirited people of Wilmington half way in this matter. The camp is very near the railway station at Wrightsville, but it is promised that trains shall run to the grounds. The roadway for vehicles, now partially shelled, along the camp front, will be completed. A windmill and tank will also be put up in order to secure a full supply of water. The expense of the improvements, as compared with their character, will com-pare with those at any camp in the country. THE ENCAMPMENTS OF 1890- The plan of having two encampments, by means of a division of the force, which was carried into effect for the first time, proved to be good. Details •from the First and Third Regiments, in charge of the respective Quartermasters, Captains C. A. Riddle and E. L. Gilmer, pitched the tents and prepared the camp for occupancy. The detail from the First Regiment was nearly complete, while that from the Third Regiment was very small, and worked, therefore, under many disadvantages. The kitchens, tent-floors and straw used in 1889 were again in use. After the end of the last encampment the kitchens were torn down and the mate-rials, together with those of the tent-floors, were taken to the permanent encampment and stowed under sheds for future use. The exhibits filed herewith show (A) the receipts of Quar-termasters' stores during the year; (B) the issues of the same; (C), the receipts of ordnance stores, and (D) the issues of the same. State of North Carolina, Surgeon General's Department, Raleigh, December 1st, 1890. General James D. Glenn, Adjutant General of North Carolina. Sir— I have the honor to submit herewith the report of this department for the year 1890. In compliance with General Orders, No. 8, there were, during the year 1890, two separate regimental encamp-ments of the North Carolina State Guard at Camp Latimer, Wrightsville, N. G, the First and Third Regiments encamp-ing together from July 22d to July 29th, inclusive ; and the Second and Fourth Regiments encamping together from August 5th to August 12th inclusive. In obedience to Section 17, General Orders, No. 8, I was present and on duty during the whole time of each encampment, and as required by Section 750, Regulations of the North Carolina State Guard, made inspections as to their sanitary condition, care of the sick, and hospital, etc. The general sanitary condition of both camps was very good. As no pro vision, had been made for the issue of ice, and as the sinks (two for each encampment) prepared for use were the old ones of last year re-opened, and which were fully described in my report for 1889, the following special report on these two matters, during the first encampment, fully explains itself. Camp Latimer. Wrightsville, July 22d, 1890. Brigadier General James D. Glenn, Adjutant General of North Carolina. Sir — In my opinion, both the health and comfort of the Guard demand the daily issue of ice to the men, as during previous encamp-ments. ADJUTANT GENERAL. 127 Matters of sanitary detail are very important at all times, but espe-cially so now. in view of the fact that, during hot weather, two separate encampments (a week intervening) on the same grounds are to be held this year by the State Guard. First and foremost in importance are the sinks. I most earnestly protest against the acceptance of those now prepared for use during this encampment for the following reasons : The trenches used last year have been re-opened, which, alone of itself, is liable to cause grave sickness ; they are only about one foot wide and eight or ten inches deep, and consequently will be filled to overflowing in a few days with a mass of decomposing, pestilence breeding matter: they are so narrow and shallow, that, if lime and earth are thrown in them every evening, as should be done, they would be filled up in one day. They will not, therefore, answer the purpose under any circum-stances. I advise that new ones be constructed after the plan, if pos-sible, recommended in my letter to the Quartermaster General as appears in my report to you last year. If that cannot be done these present trenches should be filled up and new ones constructed on ground which has never been used for such purposes before ; they should be two feet wide and eight feet deep, if possible, and of sufficient length—about thirty feet for every two hundred men. A layer of earth and lime, three to four inches deep, should be thrown in every evening over the daily accumulations, so as to prevent any smell arising from the day's deposit. A man should be detailed for this daily duty. The sinks and surrounding territory should be made as attractive and kept as cleanly as possible, so as to induce the men to use the sinks by preference to the neighboring ground ; if the sinks are repulsive, as they certainly will become if these details are neglected, the men will seek the woods by preference and thereby endanger the comfort and health of not only the present camp, but especially of the one that is to follow. Sentinels should be posted near the sinks to force the men to use them, and any man caught polluting the neighboring ground should be arrested and forced to perform police duty at the sinks. The other two sinks of the previous year having been re-opened for the use of the second encampment, the above protest, in regard to the first two, holds good also as to the second. They were miserably constructed, horribly policed and, as prophesied, were very offensive and repulsive, driv-ing the men to the woods and surrounding country, which, 128 ANNUAL REPORT. in turn, also became very much polluted and a constant menace to good health. The sick were well taken care of in the hospital, which was a large, airy building, nicely and cleanly kept and well supplied with comfortable cots, necessary medicines, etc. The menial hospital duties were performed by hirelings. As the following Hospital Report will show, the general character of all the sickness was mild and every case recovered. Disease. ADJUTANT GENERAL. 129 man in his own sphere. No man should* be appointed in the medical service unless he can consent to make a sacrifice of his private business and attend every encampment. No one should accept a position in the medical service for the honor alone, as a great many seem to have done, judging from their repeated absences from encampment duties. Such men should resign, as they are of no practical benefit to the Guard, but on the contrary a detriment, and let their places be filled by men who will attend. The duties of the Surgeon General are executive, and he needs the aid and co-operation of every medical man in the service— each in his own place. Before closing this report I wish to express my thanks to Doctors A. Cheatham, A. McKinnon, W. K. Reid and R. A. Freeman for their very efficient performance of duty in attending the sick. ANNUAL REPORT
OF THE
Adjutant General.
The North Carolina State Guard consisted at the close of
the last year of twenty-eight companies of Infantry (white),
one troop of Cavalry (white), and one company of Infantry
(colored), numbering in the aggregate (including officers of
the General Staff and Brigade and Regimental staffs) 1,505
officers and men. During the year two new companies
have been mustered into the service — namely, Company F,
Second Regiment, and Company F, Third Regiment—and
one company, which was formerly Company A, Second Regi-ment,
has been allowed to withdraw from the State Guard
and resume its former status as an independent company,
under a charter granted in 1819; thus making, at present
time, twenty-nine companies of Infantry (white), one troop
of Cavalry (white) and one company of Infantry (colored),
with an aggregate of 1,478, including all officers and men.
The regimental organizations of the Guard are the same
as they were at the date of my last report, except that Major
B. B. Goins, commanding First Battalion (colored), having
tendered his resignation as Major of the battalion, it was
accepted and the battalion formation disbanded.
While there is an apparent, though small, diminution in
the total strength of the Guard, its force and effective-ness
is in nowise diminished, but, on the contrary, increased,
as the loss in numbers has been caused by dropping from
the rolls of the companies all members who were not strictly
active, and I am sure that, upon a call from your Excel-

lency, a greater per cent, of well-armed, equipped and dis-ciplined
troops would respond than could have done so
before since the formation of the State Guard.
NEW COMPANIES.
As stated before, two new companies have been mustered
into the service during the year. A great many applica-tions
have been received from persons in various parts of
the State, but as the law only allows the appropriation to be
paid to thirty companies, and there now being one over that
number, it has been thought best not to give any more per-mission
to organize, especially as there are no arms on hand
with which to equip them.
CORRESPONDENCE.
The correspondence of this office has been quite as oner-ous
as heretofore. All letters received are promptly and
courteously answered, from those on the most important
subjects to the most trivial, not excepting the one that
wanted the loan of a U. S. Government gun with which to
shoot turkeys and squirrels, under the promise to take good
care of and return the same.
The Secretary of State, Colonel W. L. Saunders, has very
kindly sent me the Roster of North Carolina troops in the
Confederate army, so I am enabled to give many old sol-diers
information as to their commands, etc.
UNIFORMS.
Every company of the State Guard is now uniformed in
the State Regulation Dress, a very handsome uniform of
same color and pattern as worn in the U. S. Army, except
that the coats are double-breasted, and all trousers have a
white stripe. The line appearance made by the regiments

at encampments, all in one uniform, was very marked and
pleasing. The cloth for these uniforms was furnished by
the State, but the men had to pay for having them made up
themselves. They deserve great credit for doing this, as
many already had serviceable uniforms bought entirely at
their own expense. Company C, Second Regiment, deserves
special credit, as this company had a new uniform lately
bought, of a very handsome and costly design, made of the
"historical gray" that had been for }-ears the uniform of
this company, yet, at their own expense, at very short notice,
they had the regulation dress made and wore it to encamp-ment.
This company is particularly fortunate in having as
its commander an officer whose example is well worthy of
imitation by others, a gallant soldier who was ever at the
post of duty during the four long years of civil war, when
the very souls of men were tried ; now an officer of the
State Guard who yields ready and cheerful obedience to the
orders of his superiors, tho' some of them were but boys
when he was manfully battling for his country's rights.
Well may the young Colonel of the Second Regiment be
proud of such a company and its commander.
GENERAL CONDITION.
Not only are all the companies in one uniform, but their
equipments, with few exceptions, are in good serviceable
condition; all but a few have the regulation overcoats, and
they will be provided very soon.
In arms, equipments, drill and discipline the North Caro-lina
State Guard will compare favorably with any State in
the Union.
ENCAMPMENTS.
In compliance with General Orders, No. 8, the encamp-ments
of 1890 were regimental and not brigade, the First
and Third Regiments going into camp on July 22d, con-

tinning till the "2 (.)th of July, and the Second and Fourth
from the 5th to 12th of August inclusive.
I am satisfied that all the good results either expected or
wished for were realized in the regimental encampments;
each Colonel was alone responsible for the drill and discip-line
of his own regiment and the conduct of his own camp;
feeling this responsibility, each gave all details his personal
attention; the officers and men, seeing the zeal manifested
by their commanding officers, became more interested them-selves
and endeavored in every way possible to aid and assist
them in having all orders obeyed to the letter, and I feel
sure more real good was accomplished by the encampments
of 1890 than has ever been attained at any previous one in
this State.
Having been ordered upon special duty under Section 18,
General Orders, No. 8, I repaired to Wrightsville a day pre-vious
to each encampment, had the troops report to me by
telegraph on their departure from home and in person on
arrival at camp, and exercised a general supervision of each
camp and the conduct of the same during both encamp-ments,
as directed by said order.
Upon their arrival at camp I immediately directed regi-mental
commanders to take charge of their own commands,
and notified them that rules prescribed in General Orders
must be strictly carried out. I am happy to say I found no
occasion to criticise the conduct of any camp, and every
courtesy was extended me by all officers and men. The
attendance was not so good as heretofore, several companies
appearing with very thin ranks; this was especially notice-able
at the first encampment, and one company, Company
E, First Regiment, was not represented at all.
I find it is becoming quite a drain upon the men to have
to feed themselves and bear all their expenses except trans-portation,
and after attending one or two encampments the
novelty is worn off and many attend simply from a strict

sense of duty and not from any pleasure they expect to
derive at camp.
Knowing these facts I endeavored in every way possible
to allow the men as much time as was practicable in which
they could have the liberty of enjoying themselves as they
thought best, not to conflict in any way with the hours of
drill and other duties, and whether on or off duty, in or out
of camp, they were to deport themselves as was becoming
members of the State Guard.
In order that each regiment might be governed by the
same rules and have same hours of service and roll-calls, I
issued, with your approval, General Orders, No. 12. This
order was compiled in the main from those issued by Adju-tant
Generals of other States, and was intended as a guide,
so that I could see how the provisions of it were carried out
by regimental commanders.
This order met the hearty approval of all officers, except
a few who saw fit to criticise Section 10 very severely, one
officer going so far as to say if the men were allowed to
go out of camp as provided in that section it would break
up all discipline; not wishing to do this, and at same time
being unwilling to subject volunteer soldiers to more severe
discipline than is enforced in the United States Army, I
addressed the following letter to the acting Adjutant General
of the United States Army

Sir — In reply to your letter of the 14r.h instant, in which you invite
attention to Paragraph 10 of General Orders, No. 12, from your office, and
ask whether it is usual to require men, when off dut\ . between reveille
and tattoo, to obtain permission to leave camp. I beg to say that men
are, as a rule, permitted to leave camp when off duty, but are required
to be present at all stated calls.
Paragraph 10 of your Older fully meets all requirements and accords
with the custom of the service in such cases.

Showing that even "considering the license, which under
orders the men had a right to avail themselves of," they did
not have as much liberty as the hired soldiers of the Gov-ernment,
DISCIPLINE.
I must say (other officers to the contrary notwithstanding)
that I think the discipline of the State Guard all that could
be desired or expected under the circumstances. Composed
of young men the very flower of the State, bold and chival-rous
by nature, unused to restraint, courteous to all but
expecting the same courtesy in return, knowing nothing of
military regulations before entering the service of the State,
a member of the Guard attends his first encampment, and
for the first time since boyhood finds he is not his own mas-ter,
that his will and pleasure must give way to the will and
pleasure of others; and yet I am glad to say I have seen few
instances in which a ready and cheerful obedience was not
rendered, and further, when there was a breach of discipline

and punishment was inflicted, it was borne with the proper
spirit and the acknowledgement that it was merited.
I have seen the members of our State Guard thrown with,
those of other States, in places far from home, and when the
temptations were extraordinary, such as at Yorktown in
1881, Washington City in 1885-'87, New York in 1889
and Richmond in 181)0; and though these trips were taken
purely for pleasure the men yielded the utmost obedience to
their superiors, and in no instance was any act committed
that could bring reproach upon the men or the State. What
the discipline of other States may be at their annual
encampments I am not prepared to say, but when I have
met the soldiers of other States on public occasions I must
say I have seen none under such control as those of our own.
REVIEWS.
Both camps were inspected and reviewed by your Excel-lency,
and I am sure you had every reason to be proud of
the appearance and bearing of the officers and men on both
occasions. While I think comparisons are odious, and cer-tainly
in their drills, dress parades and guard-mounts the
regiments were very nearly equal, yet I must say that never
before since my long connection with the Guard have I seen
a regiment march out of camp with the splendid order,
appearance and numbers as did the Second Regiment on
the morning of the 12th of August. Out of a total of two
hundred and fifty-eight men on first day the morning report
of the last day showed two hundred and forty-two; the
smallest in numbers it had by far the largest number of
men in camp. While every credit must be given this regi-ment
for the splendid showing made at encampment, it must
be remembered that the other regiments, in response to an
appeal from your Excellency, sent eighteen companies
(including Company C, Second Regiment) to represent the
State at the unveiling of the Lee Monument in Richmond

only a short time before, and as these men had borne ail
their own expenses, including transportation, it was impos-sible
for many of them to bear the expenses of both trips.
As long as the State does not appropriate a sum sufficient to
meet all the expenses of encampments, I will nut recom-mend
that a company be disbanded for non-attendance, but
I most respectfully recommend that hereafter attendance at
the annual encampment be made a pre-requisite to a com-pany's
receiving the annual appropriation. I also respect-fully
recommend that no one be allowed to attend who can-not
remain the full time, and that company commanders be
held responsible if they knowingly permit this, and that
leave to return home be only granted in case of urgent
necessity.
PUTUR E ENCAMPMENTS.
After seeing the good results accomplished this year I
most respectfully renew my former recommendations regard-ing
regimental encampments. As the companies are isolated,
being located in different towns in all parts of the State, it is
impossible to assemble them into regiments, except at annual
encampments, and the time being short, it is important that
Regimental Commanders be given every facility for training
and instructing their men ; this they cannot do at brigade
encampments, as so much valuable time is lost in useless
ceremonies, and besides not being responsible for the con-duct
of the camp they do not give the time and attention
they otherwise would. Your Excellency having invited
the First Regiment Virginia Volunteers to hold their encamp-ment
for 1891 in this State, at same time and place as our
regiments, I respectfully recommend that all the regiments
of the State Guard be ordered in camp at one time, but that
each Colonel be entirely responsible for the conduct of his
own camp, and that the officers of the General Staff be
ordered upon special duty, as was done in 1890. By having
only two regiments in cam}) at one time it is impossible to

fairly compare those absent with those present, and one is
too apt to think " the last the best ;
" while if all are together,
though each entirely to itself, a supervising officer can readily
compare them with equal justice, and then I believe it will
stimulate a generous rivalry that will be beneficial to all.
I am sure the trouble experienced by the Sea-Coast Railroad
in 1888 in transporting the men will be obviated, as their
facilities for doing so are very much increased.
WORLD'S COLUMBIAN EXPOSITION.
It is the desire of the Committee on Ceremonies of the
World's Columbian Commission to have a grand encamp-ment
of the United States Army and National Guard at
Chicago, in October, 1S92, a programme has been arranged,
and the camp is to be under the command of a Major Gen-eral
of the United States Army.
An encampment of this kind in conjunction with the troops
of all other States would be of invaluable service to the
officers and men of our State Guard, and at same time afford
them an opportunity of seeing a part of our great country
that they might otherwise not have, and though the time is
almost two years hence, it will be well to begin to take steps
in the matter if we wish to have our State well represented
on that occasion. I have reason to hope that some money
may be appropriated by the Commission to enable the troops
to bear their expenses. I am assured the men can be fed as
cheaply there as in any other part of the country, and if the
appropriation allowed for annual encampments can be in
any way supplemented, I respectfully recommend that the
encampment of the North Carolina State Guard for the year
1802 be held at the World's Columbian Exposition, in the
city of Chicago.

COLORED ENCAMPMNKT.
The Charlotte Light Infantry (un-attached) was ordered
in camp at Raleigh, N. C, on October 20th, for a period of
five days. Colonel Olds, our very efficient Quartermaster
General, procured the old military barracks for their quarters,
and everything was done for their comfort. I visited the
command one day and found everything in good order. The
drill and discipline were good, and as every member of the
company attended the encampment it speaks well for their effi-ciency.
There was no disorder or breach of discipline what-ever,
and both officers and men, by their good conduct and
soldierly bearing justly won the esteem of the good citizens
of our capital city.
RIFLE PRACTICE.
I have been very anxious to see a marked improvement
among the men as to rifle practice, and have done all in my
power to that end, and while I cannot say any great improve-ment
has so far been made, yet all plans and arrangements
are so perfected I am sure there will be.
With your permission I wrote to the War Department and
asked for the detail of that distinguished soldier Col. S. E.
Blunt, of the United States Army, who has more than a
national reputation as the author of RiHe Firings, the stand-ard
authority in the United States Army, to be detailed to
attend our encampments and give our troops practical
instructions in rifle practice. The Secretary of War having
ordered the detail, Colonel Blunt very kindly drew General
Orders, No. 10, C. S., which in itself contained all necessary
details for the men to be instructed in before reaching camp.
I!c also wrote to Colonel Olds, giving full instructions as to
range, targets, etc. Colonel Olds had range prepared, and
ordered targets, but by no fault of his they wore not received
till after the first encampment, and as Colonel Blunt was called

home before the second encampment he could not instruct
the troops as desired, though he gave a very entertaining
and instructive lecture to the officers of the First and Third
Regiments.
Your Excellency has made a most fortunate selection in
appointing Colonel B. Cameron to be Inspector General of
Small-Arms Practice, as he is well informed as to his duties,
having received particular instructions from Colonel Blunt,
besides being a graduate of the Virginia Military Institute
(the best military school in the South), and having long
been an officer of the Guard, he is well and favorably known
by both officers and men. I feel confident, under his direc-tion,
the standard of marksmanship will be raised very high
indeed, and more interest manifested than has ever been
known before.
ScA-COAST battery.
The United States Government having erected a battery
consisting of two heavy guns and four mortars, on the
ground donated for a permanent encampment, I wrote to
the Secretary of War asking for a detail of United States
soldiers to handle the guns and give practical instructions
to our troops. A detail consisting of nine enlisted men,
under command of Sergeant J. Helcher, was sent from Fort
Monroe, and arrived a day before first encampment and
remained till after the second. As the powder, shells, etc.,
for the use of the battery did not arrive in time for the first
encampment, the troops of the First and Third Regiments
could not receive the same practical instructions that were
given at the second encampment, but both regiments were
marched to battery and the men shown the use of the guns.
AID TO CIVIL POWER.
The great value of the military as an aid to the civil
authorities was again illustrated last February at Rocky

Mount, a "very flourishing town on the Wilmington and
Weldon Railroad. There was a determined effort to burn
the whole town, and I have been reliably informed by citi-zens
of the place that had it not been for the military company
located there, the incendiaries would have accomplished
their purpose. Captain Thorpe (who is the youngest Cap-tain
in point of age in the State) and his company deserve
great credit for the manner in which they acted, for, by their
zeal and vigilance, bloodshed was prevented, and property,
to the value of thousands of dollars, saved to the citizens of
the State.
ANNUAL APPROPRIATION.
Every company in the State Guard that complies with all
the requirements of the laws and regulations governing the
active militia is entitled to receive the sum of $250 per
annum to pay armory rents, etc., provided the number of
companies receiving the appropriation does not exceed
thirty.
General Orders, No. 38, series of 1888, issued by m}^ pre-decessor
and which is still in force, provides that to entitle a
company to receive the annual appropriation it must parade
seventy-five per cent, of its muster-roll at the annual inspec-tion
of the Inspector General, and seventy-five per cent, of
the minimum number allowed a company (that is, twenty-four
men) at its monthly parades There are thirty-one
companies in the Guard, all of which were recommended
for the annual appropriation by the Inspector General,
except Company F, Fourth Regiment. This company, hav-ing
also failed to parade twenty- four men during the month
of September, was debarred the annual appropriation for the
year, and the amount was paid to Company F, Third Regi-ment,
that had complied with all requirements.
At time of September parade Company F, Fourth Regi-ment,
had only thirty-three men on its muster-roll, but still
having failed in both particulars to observe the requirements

of General Orders, No. 3, the appropriation could not law-fully
be paid to that company.
As it cannot be fair to require a company with a small
muster-roll to parade as many men once a month as a com-pany
with a muster-roll twice as large, I respectfully recom-mend
that hereafter, to entitle a company to receive the
annual appropriation, that besides having to parade seventy-five
per cent, of its muster-roll at the annual inspection, it
must also parade sixty per cent, of its muster-roll at the
monthly parades and at the annual encampment. I am
sure this will do equal justice to all, and insure a much bet-ter
attendance at annual encampments.
STATE GUARD ASSOCIATION.
I hope at our next encampment that the officers of the
State Guard will form an association, to be a part of the
National Guard Association of the United States. Many of
the States have associations, and they have been of incal-culable
benefit in many ways ; not only by bringing the
needs of the service to commanding officers, but the officers
are thrown into closer relationship with each other, there is
a full and free discussion of all matters affecting the service,
and a concert of action attained that cannot be without
organization. There should be an executive committee
composed of live, active men, whose duty it should be to
bring all matters of importance before the Association, and
make such recommendations as they may think proper.
