Max GaudntvU, Governor of North Ctirolina. Sir: I, herewith, transmit the rcjiort of the Deiiartnicnt of Labor and Printing for the two year period encUng June 30, 1930. I regret that on account of the 1927 and 1929 Legislatures faihng to appropriate sufficient funds that I cannot give more comprehensive information of the activities of this department. The following recommendations nrv made for the consideration of the 1931 General AssemMy. Statistics During the recent industrial disturbances and strikes in the State, it has been very embarrassing to this department not to have statistical information regarding labor and its relation with industry, in so far as working hours, wages and other problems surroumling our economic conditions are concerned. The State has been greatly misrepresented in man}' cases but we ha\'r! not had official information to give out to combat these misrepresentations. Newspaper and magazine articles have been written and published siimmarizing industries as being from one extreme to the other and as this department had no authentic information, the pubhc has not been informed of the facts or the conditions, regardless of what they may be. I urge upon you and the General Assembly the importance of legislation which will jmake possible the gathering of statistical information so that the pubhc may know what the facts are surrounding our industrial conditions. Public Employment Office During the two year period covered by tliis report, this department maintained pubhc employement offices at Ashe\dlle, Charlotte, Winston-Salem, Greensboro, Raleigh and Wilmington. Tlais was done tlirough the cooperation of the V. S. Employment Service, U. S. Department of Labor and the counties and cities in which these offices were located. At the close of the fiscal year, June 30, 1930, it was necessary to discontinue the employment offices at Greenboro and Winston- Salem. You \\\\] find in this report, statistics of the activities of the offices, above referred to. It is very important that the offices at Greensboro and Winston-Salem be reopened on a permanent Ijasis as quickly as possible and tliat the public employment service be extended to other industrial centers, especially Durham, High Point, Salisbury, Piocky Mount and Gastonia. With the unemployment conditions existing throughout the country, as it is today, I earnestly urge the General Assembly to make pro\nsions for the extension of the employment service. Private Employment Agencies The general practice of a private employment agency is usually that of the parasite. Although we have very few doing business in this State, at the present time, I urge that this department be given absolute supervision over all private em]:)loyment agencies that may now exist or that may open up at any time in the State. S.\NITATION AND SaFETV North Carolina is fast becoming one of the leading industrial states of the Union and it becomes necessary that an organization of the State be formed for the ])urpose (3) of safe guarding the health and security of it's workers and I recommend that a Division of Sanitation and Factory Inspection be authorized in this department. Working Hours The present law provides that sixty hours of work shall constitute a week's work but make provisions for additional work by special contract and additional pay but the Statute does not give anyone authority to see that the law is enforced or even respected. A reduction in the number of hours required by statute is a matter for the legislature to deal with but in so doing they should certainly place upon the Department of Labor and Printing authority to see that tlie law is carried out.
