HIGH SCHOOL REPORT—SECTION I
SUMMARY
These reports for the two years, 1926-1927 and 1927-1928, give
the usual statistical tables showing enrollment, average daily at-tendance,
length of term, number of graduates, and other pertinent
data. The reports include statistics for all classes or types of high
schools : white and colored, city and rural, public and private. The
report for 1926-1927 is the fourth report of the High School Super-visor
that has given statistics for colored schools and for white
private high schools.
The reports show a steady increase in enrollment, though the
percentage of pupils enrolled in the high schools in the State is still
not as high as it should be. The average daily attendance is grat-ifying,
though not satisfactory. The number of high school grad-uates
shows a considerable increase each year. The number of
high schools added to the accredited list 1926-1927 shows sustained
interest in this matter. This increase in the number of accredited
schools was due in large part to the county-wide plan of organiza-tion,
which made possible the development of a larger type of high
school, particularly in the rural districts.
A table is given showing the number of students pursuing each
subject taught in high school during the years 1926-1927 and
1927-1928.
HIGH SCHOOL REORGANIZATION
In April, 1926, a bulletin called HIGH SCHOOL REORGANIZATION was
published. This bulletin was the result of observation, study, and planning
for a period of more than two years. As indicated in the publication (Edu-cational
Publicational No. 98, Division of School Inspection No. 24), the
purpose of High School Reorganization is two-fold : First, Efficiency ; second,
Economy.
The reorganization plan was designed mainly for three, four, five, and six-teacher
schools. In connection with each of these classes of schools a cur-riculum
is outlined, the organization of the school is suggested, and a daily
schedule is made out.
With reference to the curriculum the proposed plan is a real reorganiza-tion
in the following respects
1. Foreign Language—Only two units of one foreign language, either
French or Latin, is provided for in the third and fourth years of three and
four-teacher schools. Four years of Latin and two years of French are
provided for in Curriculum A of five and six-teacher schools.
2. Mathematics—Under the proposed plan Plane Geometry is made an
elective subject in the third year in all classes of schools.
3. Science—As heretofore, General Science and Biology are put, for the
most part, in the first and second years, with Geography—Physical, Com-mercial,
and Industrial—in the third year, Physics in the fourth year, with
Chemistry an elective subject in the third year of six-teacher schools.
4. Home Economics and Agriculture—For the first time in the history of
the State, both Home Economics and Agriculture are provided for in four-teacher
schools.
5. Social Science—Civics is given in the first year, Modern European
History in the second, Ancient and Mediaeval in the third, and United States
History in the fourth.
6. English—The plan is not a reorganization so far as English is con-cerned,
since the subject is required in each year in each curriculum offered
in any class of school.
Conferences have been held at various times for discussion of the Reor-ganization
Program with various groups of school people. Schools were
organized on this basis to such extent as possible for the session 1926-1927,
and also for the session 1927-1928. For a more detailed statement relative
to curricula, organization, daily schedules, and the relationship of the
high school reorganization plan to the training and certification of high
school teachers, reference should be made to the High School Manual soon
to be published.
The response on the part of county superintendents, high school principals
and teachers, has been most gratifying. A faithful effort has been made
to organize schools on the new basis, and the results have been very satis-factory
indeed. Most commendable cooperation has been given in this enter-prise
and the high schools are characterized by an efficiency which com-mends
itself to the favorable consideration of thoughtful school men and
women and of all persons interested in the real progress of secondary educa-tion
in the State.

HIGH SCHOOL REPORT—SECTION II
SUMMARY FOR 1927-1928
There were enrolled in the high schools in the State, 108,065 pupils during
this session, 1927-1928. Of this number 56,707 were enrolled in white rural
schools and 33,042 were enrolled in white special charter schools, making a
total of 89,749 white pupils in public high schools. There were 3,986 white
pupils enrolled in private high schools, making a grand total of 93,735 white
high school pupils. In this connection it may be noted that fewer pupils were
enrolled in white private high schools during the season 1927-192S than
during the session 1926-1927. The enrollment in colored public high schools
was 10,942 ; in private colored schools 3,388, making a total of 14,330 colored
high school pupils enrolled. Of the 10,942 pupils in colored public schools,
2,301 were enrolled in rural high schools and 8,641 in special charter schools.
Number of Schools—There were 934 schools in which some high school
work was done. Of these 799 were white, 135 colored. Of these schools, 594
white and 64 colored were accredited, making a total of 658 accredited
schools. The number of schools with one and two teachers is decreasing
every year. A larger type of school is being developed. This is one of the
most hopeful tendencies in our high school development.
Number of Teachers—There were 5,026 teachers doing high school work.
Of this number 4,484 were whole-time teachers and 542 part-time teachers.
Of the total number of teachers employed 4,366 were white and 659 were
colored. Of the white high school teachers employed in public schools 1.565
were men and 2,422 were women.
There were 13,850 pupils graduated from high school. Of these graduates
11,278 came from the public white schools and 772 from white private high
schools, making a total of 12,050 white high school graduates. There were
1,234 graduates of public colored high schools, and 566 graduates of private
colored high schools, making a total of 1,800 colored high school graduates.
There are 28 schools in the Group I, AA class. By this is meant that
a school has at least 12 teachers with 310 pupils in an average daily attend-ance
with a length of term of at least nine months. There are 66 Group I,
Class A schools, which means that each of these schools has six or more
teachers, an average daily attendance of 130 and runs for nine months.
Schools of this type are increasing at an encouraging rate which means that
more and more boys and girls are being given real educational opportunities.
There are 83 high schools in the State which are members of the Associa-tion
of Colleges and Secondary Schools of the Southern States, which is one
of the highest rating agencies in the country.
In connection with the size of high schools it is interesting to note that
there are 65 one-teacher schools with an enrollment of 1,454 pupils or 1.62
per cent of the pupils in the high schools. There are 87 two-teacher schools
enrolling 3,395 pupils and the one and two-teacher schools have enrolled only
5.40 per cent of high school students. The average number of teachers per
high school in the State is 5.20. The average number of pupils per high
school is 120. The average number of pupils per teacher is 23.05. In schools
with three or more teachers 94.60 of the pupils are enrolled, while 54.54
per cent of pupils are enrolled in schools having six teachers or less. This
indicates clearly that a larger type of high school is being developed and
this is a most hopeful tendency from the standpoint of economy, efficiency
and educational opportunity.

The number of graduates from all high schools, public and private, white
and colored, urban and rural, for the session 1927-1928 was 13,850 dis-tributed
as follows:

The total number of graduates in public high schools was 12,512, in private
1,338.
In studying the number of graduates in white public high schools over a
five-year period it is interesting to note the relative number of graduates in
urban and rural schools and the relative increase in numbers in each case.
The following table indicates that the number of graduates in rural high
schools has increased much more rapidly over a five-year period than in
urban schools. The number in rural schools has almost doubled since 1923-
1924, whereas the urban increase has been 27.4 per cent. The increase for
both urban and rural being 61.8 per cent.
The statement of number of graduates by counties reveals a number ot
interesting contrasts and comparisons. There is wide range in absolute
number, running all the way from 15 in Graham County to 480 in Buncombe.
A study of the enrollment by counties will reveal the fact that there is too
great elimination from high school. Too many boys and girls start in high
school but fail to graduate. There are many reasons for this elimination,
such as : Economic necessity, sickness, failure to carry the high school work
satisfactorily, indifference on the part of the parents and pupils. However,
this situation has improved and the high school is showing holding power
now than at any previous period.

This table shows the increase in enrollment from year to year, giving the
percentage of all pupils enrolled in high school. It will be seen that the per-centage
for the State is approaching that of the Nation, but in a homogeneous
State like North Carolina we should have more than the average number of
boys and girls in high school.

high school in greatly increased numbers, but the cities enroll 22 per cent
of their pupils, while the rural districts enroll only 13 per cent.

This table shows that almost one-half of the eighth grade enrollment four
years ago graduated in 1927-1928, whereas only one-fourth went through
high school back in 1918. Here, our position in comparison with the United
States average is gratifying. The national average is around 40 per cent,
while ours is 44.6.
