TABLE XI. INDEX OF ACCOMPLISHMENT BY GRADES
This tabulation reduces the figures of Table X to percentages and gives an
index of work accomplished in the several grades. The index is the addition
of percentages weighted in accordance with quantity of work; to the propor-tion
of pupils doing full year's work, the base of calculations, are added:
1. 50% of the percentage doing half year's work; 2. 25% of the proportion
accomplishing less than half year's work. This index considers only those
pupils who are on the roll at close of school; for a ratio based upon enroll-ment
(code a) see Table XII.

TABLE XII. INDEX OF ACCOMPLISHMENT
Based upon the figures summarized in Table X, this table shows by race
for each unit of the State during 1936-1937: the percentage of membership
(last day of school) which did full year's work, the percentage which did
half year's work, the percentage which accomplished less than work of half
year and an index number combining these percentages. In the index num-ber,
as in Table XI, full credit (100%) is allowed for that proportion of
pupils accomplishing work of full year; half credit (50%) is given for the
percentage doing half year's work; one-fourth credit (25%) is added for the
remaining proportion of pupils. The index is the sum of these three credits.
The summary groups the units of the State in accordance with their
relative positions as indicated by this index number. The index attempts to
measure the work accomplished during the year by pupils remaining in
school; those who quit school are not considered in these calculations. An
index number based upon enrollment, as are the percentages of Table XIII,
would be lower than the one shown here. Separate figures are given for
white and colored schools.

This tabulation reduces the net State enrollment (code a) to percentages
to show for each grade: (1) the percentage dropping out of school; (2) the
percentage doing full year's work; (3) the percentage doing half year's work;
(4) the proportion accomplishing work of less than half year. Basic infor-mation
for these percentages is given in Tables VII and X. This is an at-tempt
to account for the holding and promoting accomplishments of the
schools. Table XI considered only the children remaining in school; this
calculation is based upon pupils enrolled (code a).

This summary shows administrative costs (except State) for all public
elementary and secondary schools of North Carolina during 1936-1937 and
reduces to an average annual basis the amounts paid superintendents and
their clerical assistants.
Average salaries were determined by a division of the amounts paid
(codes 611, 613, and 627-1) by the number of people employed, as shown on
Table XVI of Section I.
A separation of administrative costs between white and colored schools—
also shown—was pro-rated upon the basis of enrollment (a-|-d) in the several
units.
Expenditures for State administration—not given here—are set forth in
Table XVI of Section III.

TABLES VIII AND IX. EXPENDITURES FOR INSTRUCTIONAL
SERVICE
These two tables give by race for each county and city school system of
the State during 1936-1937: the salaries paid teachers in elementary schools,
salaries paid teachers in high schools, salaries paid principals and super-visors,
the cost of supplies, of vocational education and of all other items of
instructional service. Table VIII is devoted to the cost of Instruction in
elementary schools; Table IX gives information as to instructional costs in
secondary schools.
The summary of the two tables shows by race the average annual salaries
paid teachers and principals. The procedure was division of salary costs, as
set forth in these tables, by the personnel employed, as shown in Table XVI
of Section I. Since the cost of vocational education is coded separately (626),
all vocational teachers were deducted from the total of Table XVI before
computing the averages. Expenditures for vocational education (626) are
reduced to a per-teacher basis—denominated average cost, which includes
salaries and all other items of expense in this field.
