Analyze all indicators by race, gender, ethnicity, and income The key indicators presented above represent a starting point for indigent defense agencies interested in conducting systems evaluation. NCSEP staff expect the list of key indicators to change and be refined as indigent defense agencies implement systems analysis and the defense community has a chance to review and discuss research findings from around the country. Overview of the Document There are two parts to this document. First, a pictorial overview summarizes in a multi-page flow chart the goals, objectives, and performance measures/indicators that together define a quality indigent defense program. Following the pictorial summary, each goal and objective is presented in detail, along with a rationale and legal justification by esteemed legal academicians and practitioners that explains why each goal and objective is integral to a successful indigent defense system. 10
